Organized as Shirley in 1860.  County seat Concordia. ; The county was originally named for Governor William Shirley, colonial Governor of Massachusetts from 1741 to 1756.  The name was changed to Cloud in 1867 in honor of Colonel William F. Cloud, of the Second Regiment, Kansas Volunteers.
The Kansas State Historical Society also has more historical data for Cloud County online including a rich bibliography and lists of cemeteries, post offices, and newspapers.
Cloud County is one of six counties in the Solomon Valley Highway 24 Heritage Alliance.

CLOUD, formerly Shirley County, is on the west side of the sixth Principal Meridian in the second tier of counties from the north.
The first attempt at settlement in Cloud County, according to J. Rupe, was made in the fall of 1858, by John and Lew Fowler, hunters and trappers.
The crops and increase in population of 1863 and 1864 resembled that of 1862.
