The panel also determined the intelligence community was "dead wrong" in its assessments of Iraq's weapons of mass destruction capabilities before the U.S. invasion.
An October 2002 National Intelligence Estimate warned that Iraq was pursuing weapons of mass destruction, had reconstituted its nuclear weapon program and had biological and chemical weapons.

That report plagiarized large swaths of an essay written in September of 2002 by a graduate student from California named Ibrahim al-Marashi.
The British report states that the Iraqi intelligence agency is "spying on foreign embassies in Iraq." The al-Marashi essay's version states that the Iraqi intelligence agency is "monitoring foreign embassies in Iraq." The rhetorical leap from "monitoring" to "spying" is evident.

The paper has uncovered details of a major Israeli spy ring involving some a 120 agents for the intelligence service Mossad operating across America and some masquerading as arts students.
The ring was reportedly hard on the heels of at least four members of the hijack gang, including its leader Mohammed Atta.
