Coal Mining in Webster County, Iowa
Coal is an accumulation of plant material in the form of peat, which has been subjected to pressure and heat.
In that field a unique seam, the "big coal" sometimes reaching a thickness of ten feet, is in long strips, 200 to 300 feet wide, which curves through the area, possibly a result of the marsh developing in the bed of an old river.
Webster County historically has had five coal producing areas; the Coalville-Kalo- Holliday Creek district, the Lehigh district, the Skillet Creek district east of Dayton, all of which are on or near the Des Moines River, and the Tara district on Lizard Creek several miles west of Fort Dodge.

Ch. 20; The Mining Industry; An Illustrated History of Monroe County, Iowa 1896
At the present time Monroe County ranks third in the list of coal-producing counties in the State; but it is safe to venture the prediction that within the next five years she will occupy a place at the head of the list.
When it is remembered that the coal-fields of Monroe County are practically in an undeveloped state at the present time, it is reasonable to conclude that she will soon overtake and outrank Mahaska County as the banner coal county of the State.
Much of the available coal supply in Mahaska County has already been mined, and with the present number in mining operations in the county, her output is destined soon to diminish with the exhaustion of her present already thoroughly worked mining camps.

 Coal Strike of 1919
Coal miners faced a downward pressure on their standard of living which resulted from a combination of increasing prices and the wage stability provided by the Washington Agreement of 1917.
Although many Indiana County Coal miners and leaders of District 2 expressed an ongoing concern about developments in Coral and provided some aid to the strikers, by September 1919 most leaders and members of the United Mine Workers, including those in Indiana County, shifted their attention to the proceedings of the national convention at Cleveland.
Labormanagement relations in the coal industry of the 1920's were effected by intra-coal industry competition as well as power struggles within the leadership of the United Mine Workers and the pressure on profits exerted by the competition of other fuels such as oil and natural gas.

But the head of the coal firms' parent company says he doesn't want to see local governments suffer by losing millions of dollars in tax income, and he hopes to work with legislators on ways to protect county finances if the Virginia law is challenged.
The goal was to inform the county of the possibility that someone might challenge Virginia law, and to discuss options for how Virginia counties and VCEDA might cope with losing a portion of severance tax income.
Coal companies argue that because the tax is based on the sales price of coal, rather than on its extraction, the levy is a sales tax because "it does not arise upon the mere severance of coal," and therefore violates federal law.
