Coalition of Progressive Electors - Wikipedia, the free encyclopedia
Originally formed as the "Committee of Progressive Electors", COPE was formed in 1968, when a number of left-wing community groups and social justice organizations joined with the city's Labour Council to organize more effectively against the Non-Partisan Association -- a centre-right political party that had dominated civic politics in Vancouver.
COPE is generally guided by social-democratic principles, and has a long history of championing issues like improving public transit and investing in affordable housing.
In 1988, COPE entered the election an equal partner with the newly-formed Civic New Democrats, a party directly affiliated with the BC NDP; led by anti-poverty activist Jean Swanson, the coalition made few gains but under the leadership of Jim Green in 1990, it came close to winning the election.

COPE commissioners Anita Romaniuk and Loretta Woodcock --who were elected last November as part of a new COPE majority--were quoted in a March 23, 2001, COPE news release as saying they wanted the park board to "tighten restrictions" on the importation of dolphins into the aquarium.
In a public presentation to the board on March 26, 2001, Woodcock, then cochair of COPE's parks and environment committee, claimed that Vancouver residents want to ban the import and trade of dolphins and whales.

The letter, dated Jan. 21, was sent shortly after Campbell's new Coalition of Progressive Electors council voted to spend $20,000 to get an independent review of the controversial plans for the line, which critics have said could cost an unnecessary $2 billion and drain the region of money for more needed transit improvements.
Campbell insisted his signature on the letter didn't commit the city to anything and that all the options are still open, including a rapid bus system that environmental groups and councillors like Fred Bass, Anne Roberts and David Cadman have argued might be the better option.
During the recent election campaign, COPE candidates, including Campbell, frequently questioned why so much energy was being put into planning a Richmond line, when the expansion of the Millennium line was needed more and had originally been the higher priority.
