To dress "smartly" is an older term used where smart people (such as teachers, professors, and accountants) wore a coat and tie to work.

Furthermore, a coat is an outer-garment, so a "coat and tie" refer to an overcoat and a shirt with a tie, even worse!
A jacket is a jacket and a coat is a coat, please note the distinction.

I believe that a man's "self importance" doubles when he wears a coat and tie.
In addition to covering the buttons of the shirt and giving emphasis to the verticality of a man's body (in much the same way that the buttons on a military uniform do), it adds a sense of luxury and richness, color and texture, to the austerity of the dress shirt and business suit.
So I have to pay $30+ for a tie, wear it once or twice, then by the time I need to wear it again, it's out of style.

Have your hubs pack a navy blazer and khaki slax-- no need for a tie, but a jacket will be the "norm" in a lot of the upscale restaurants....
No restaurants in Charleston required a coat for gentlemen except the Woodlands which is 20-30 minutes outside town.
