The current Coat of Arms of Venezuela was primarly approved by the Congress on April 18, 1836, undergoing small modifications through history, reaching the version described below.
At the extreme sides of the coat there are: a branch of olive at the right, and another of palm, both tied at the bottom of the coat with a large band that represents the national tricolour (yellow, blue and red).
In March of 2006 the National Assembly approved changes to the coat of arms and the flag.

After a second query (including speaking to venezuelians), I come to the conclusion that the flag with the Coat of Arms is the state flag (and naval ensign), and that the civil flag and ensign has no Coat of Arms (only triband with arc of stars in the blue stripe).
The State Flag (with the coat of arms) is of civil use as well, and I have not seen an presidential standard, or military flag or naval ensign that would be different to that flag.
Many Official State buildings use flags with no Coat of Arms (I must remind you that the Venezuela flag with the Coat of Arms is the State flag, according to the law).

Last year Chavez said his youngest daughter Rosines had asked him why the horse on the coat of arms was galloping to the right with its head tossed backwards.
"This is a whim of the president to change the position of the horse on our national coat of arms just because his daughter asked him to," said Oscar Perez, leader of the small opposition group National Resistance Command.
