  ALA | Interlibrary Loan Code for the United States Explanatory Supplement
Libraries are expected to comply with the Code, using the Guidelines as a source for general direction.
This code makes a departure from earlier codes that described due dates in terms of a "loan period" which was interpreted as the length of time a requesting library could retain the material before returning it.
It is the ultimate responsibility of the requesting library to return materials in the same condition in which they were received as noted in section 4.9 of the Interlibrary Loan Code for the United States.

Awhile back I attended Library Camp and was lucky enough to have some dicussions with Alan Gray of the Darien Library.
One of his concerns was the technology side of things and that there was no way for his library to hire full-time programmers to accomplish some of the things other libraries, such as AADL are doing.
The idea is to make software and other solutions created by libraries and reusable as possible so that other libraries can implement what’s out there without reinventing the wheel or expending as much resources as the original.

In my experience, these libraries grow very fast and suddenly they include a multitude of functions that, on their own, might be very useful, but together they form a library which is packed with functions where very few web developers actually have any use for all them.
A concept library, as opposed to code libraries, consist of functions that are all dependent on each other.
Most of the time, they also have a certain goal for their usage: for instance, a slideshow library, a way to offer nice tooltips etc. What I prefer about concept libraries is that everything they contain is necessary for them to work well, and every function is optimized for its specific usage.
