  Technical Introduction
The difference between identifying a code point and rendering it on screen or paper is crucial to understanding the Unicode Standard's role in text processing.

The system is complex and expensive, to the point that the ISU cannot afford to follow its own rules that mandate the use of two separate computers to calculate and confirm the results during competitions.
In the "Code of Points" system, all the factors currently being judged in the presentation mark will be limited to a maximum number of points which do not represent 50% of the total score, departing from the current presentation mark which makes up half of the current total mark.

There's UCS-4, which stores each code point in 4 bytes, which has the nice property that every single code point can be stored in the same number of bytes, but, golly, even the Texans wouldn't be so bold as to waste that much memory.
Because the various old 8 bit code pages tended to put their national letters in different ranges between 128 and 255, and because every human language has a different characteristic histogram of letter usage, this actually has a chance of working.

Specifically, the individual GOE points awarded are not always in the correct order, so you cannot accurately compare the individual GOE points each judge gave each skater.

The CoP was introduced and widely sold, after all, as a system that would finally do away with the pesky "subjectivity" of judges' ratings, by confining them to the mere description, rather than evaluation, of at least the technical aspects of skaters' performances.
Of course, this loses you both the apparent precision of the "objective" marks the CoP allows as well as the direct comparison of scores from one event to another they should allow, but this loss may seem small compared to the risk of simply not being able to reward performances that cry for specific rewards.
