  Technical Introduction
The difference between identifying a code point and rendering it on screen or paper is crucial to understanding the Unicode Standard's role in text processing.
These code points have no universal meaning, and may be used for characters specific to a program or by a group of users for their own purposes.
The main point of user space is that the Unicode Standard assigns no meaning to these code points, and reserves them as user space, promising never to assign them meaning in the future.

ASCII code points (0..7F) are output already in the proper case, but their flags will be set appropriately so that applying the flags would be harmless.
ASCII code points (0..7F) are encoded literally, except that ASCII letters are forced to uppercase or lowercase according to the corresponding case flags.
Converts a sequence of code points (presumed to be Unicode code points) to Punycode.

From that point on, the successive versions of the UCD are complete versions, so that so that users of the standard do not need to assemble the correct version of each file from different update directories for previous versions in order to have a complete set of files for a version.
Code points are expressed as hexadecimal numbers with four to six digits.
Code points that are permanently reserved for internal use.

The ISU "Code of Points" Computerized Judging System
The system is complex and expensive, to the point that the ISU cannot afford to follow its own rules that mandate the use of two separate computers to calculate and confirm the results during competitions.
In the "Code of Points" system, all the factors currently being judged in the presentation mark will be limited to a maximum number of points which do not represent 50% of the total score, departing from the current presentation mark which makes up half of the current total mark.
Breaking it down further, 42.4% of the total points under the "Code of Points" system is from the 11 jumps, 8.3% for the spins, 5.6% for the steps and 17.5% for basic skating skills and connecting moves.

Abstract This memo discusses earlier allocation of code points by IANA as a remedy to the problem created by the "Standards Action" IANA policy for protocols for which, by the IETF process, implementation and deployment experience is desired or required prior to publication.
If at some point changes that are not backward compatible are nonetheless required, a decision needs to be made as to whether previously allocated code points must be deprecated (see section 3.3 for more information on code point deprecation).
If the document progresses to the point at which IANA normally makes code point allocations, it is the responsibility of the authors and the WG chairs to remind IANA that there were early allocations, and of the code point values so allocated, in the IANA Considerations section of the RFC-to-be.

In some cases multiple code points need to have the same digit-value; for example, uppercase and lowercase versions of the same letter need to be equivalent if basic strings are case-insensitive.
Each non-basic code point is represented by a delta, which is represented by a sequence of basic code points, the last of which provides the annotation.

Retention points shall be calculated in conformity with applicable Ohio Revised Code regulations.
Retention points for those affected classifications and classification series will be posted for a period of one year beginning from the initial date of layoff or position abolishment.

 Code of Points Considered Harmful
In the code of points, each element is assigned a "base value" and a range of 7 "grade of execution" values, identified as "+++" to "---".
In the code of points system, this flaw is magnified by using a "trimmed mean" method to determine the overall score of the panel: dropping the two high and two low marks, and then averaging the rest.
Everything about the code of points system is subjective: the relative point values which have been assigned to different elements and program components, the levels assigned to elements by the "caller", the grade of execution assigned by the judges.

The determination of reference points, between which the distance from a proposed licensed premises to a restrictive institution should be measured, is a matter of law not discretion.

The Absolute Minimum Every Software Developer Absolutely, Positively Must Know About Unicode and Character Sets (No ...
Well, technically, yes, I do believe it could, and, in fact, early implementors wanted to be able to store their Unicode code points in high-endian or low-endian mode, whichever their particular CPU was fastest at, and lo, it was evening and it was morning and there were already two ways to store Unicode.
There's UCS-4, which stores each code point in 4 bytes, which has the nice property that every single code point can be stored in the same number of bytes, but, golly, even the Texans wouldn't be so bold as to waste that much memory.
Because the various old 8 bit code pages tended to put their national letters in different ranges between 128 and 255, and because every human language has a different characteristic histogram of letter usage, this actually has a chance of working.

UTF-16 String Comparison in Code Point Order
This opens the door for a "fix-up" of code unit values that is faster than assembling 21-bit code point values.
This could be done for each code unit, using a little table of deltas for each 2k block, and adding three machine operations: a shift, a lookup in the 32-element table, and an addition.
Also, since in both cases there are unused code unit values, a true rotation is not necessary; only one of the two code point ranges needs to be moved.

Analyzing the Code of Points: Skate America and Skate Canada
Since the ISU has consistently emphasized that the CoP would provide scores that are directly comparable across all skaters and all time, it seems fair to compare the scores of male and female skaters to determine whether one gender is "better" than another at any aspect of the skating performance.
For example, in other contexts Loosemore has pointed to such recorded scores as values of.50 and.25 for some of the performance elements at the Grand Prix, where most are in the range of 4.00 to 8.50.
As most people are aware, the CoP was thrown together rather hurriedly in a fairly blatant attempt by the ISU to salvage a reputation badly damaged by the Salt Lake City Olympic scandal.

It is the upper 128 code points that contain either the accent characters or the Greek characters.
For programming awareness, a set of points are set aside to represent the first byte of the set and are not valued unless they are immediately followed by a defined second byte.
DBCS meant that you had to write code that would treat these pair of code points as one,and this still disallowed the combining of say Japanese and Chinese in the same data stream, because depending on the codepage the same double-byte code points represent different characters for the different languages.

Code of Points vs. Ordinals - Figure Skating News
This third and final article on the ISU's new Code of Points (Part I and Part II) consists of three fairly separate parts.
The CoP was introduced and widely sold, after all, as a system that would finally do away with the pesky "subjectivity" of judges' ratings, by confining them to the mere description, rather than evaluation, of at least the technical aspects of skaters' performances.
Of course, this loses you both the apparent precision of the "objective" marks the CoP allows as well as the direct comparison of scores from one event to another they should allow, but this loss may seem small compared to the risk of simply not being able to reward performances that cry for specific rewards.
