The codecision procedure is the main legislative procedure by which law can be adopted in the European Community, the first of the three pillars of the European Union.
The codecision procedure gives the European Parliament the power to adopt legislation jointly with the Council of the European Union, requiring the two bodies to agree on an identical text before any proposal can become law.
Under the codecision procedure, a new legislative proposal is drafted by the European Commission.

Having been established by the Maastricht Treaty, and extended and adapted by the Treaty of Amsterdam to make it more effective, the codecision procedure now covers 43 areas under the first pillar (based on the Treaty establishing the European Community) following the entry into force of the Treaty of Nice.
As defined in Article 251 of the EC Treaty, the codecision procedure is the legislative procedure which is central to the Community's decision-making system and is set to become the legislative procedure par excellence following the adoption of the draft European Constitution.
In this regard, it is important to bear in mind the existence of the Joint Declaration on practical arrangements for the new co-decision procedure, which was adopted by the three institutions when the Amsterdam Treaty came into force.

The codecision procedure (Article 251 of the EC Treaty) was introduced by the Treaty of Maastricht.
The Intergovernmental Conference (IGC) launched in February 2000 called for an extension of the scope of codecision, in parallel with and as a supplement to the extension of qualified majority voting in the Council.
They are: incentives to combat discrimination, judicial cooperation in civil matters, specific industrial support measures, economic and social cohesion actions (outside the Structural Funds), the statute for European political parties and measures relating to visas, asylum and immigration.

Co-decision procedure means that the EuropeanParliament decides together with the Council of the European Union.
In the Parliament's 1st reading, the majority of the yes/no votes which are given in the plenary sitting for this particular vote are enough to decide this particular vote yes/no. These votes in the plenary sitting are neccesary to adopt changes to the the proposal and send it into the next phase.
Thise procedure and the players in it are also known as the "democratic deficit of the EU" by political scientists.

It is called the codecision procedure because affairs are decided between the Council and the European Parliament, always from a proposal from the Commission.
If the EP accepts or rejects the common position (by 314 votes or more) that is the result of the codecision procedure.
The Treaty and rules define the maximun allowed time between decision in the codecision procedure, but this is only an upper bound on the needed time.

 Decision Procedure in the EC Institutions
Under codecision, Parliament can only accept, reject or amend the Commission's proposal.  If it is rejected, Parliament could still call on the Commission to produce a new proposal.  It is always open to the Commission itself to withdraw its proposal and submit a new one.
Once the draft report has been submitted to the Legal Affairs Committee, a deadline will be open for members to submit amendments.  Those amendments, together with the ones contained in the draft report and those contained in the opinions of the Industry and Cultural Committees will be put to the vote.
There is an established procedure for informing the German Federal Parliament about EU plans so as to be able to influence them in their phase of nascence.
