These codepages are most often used under MS-DOS-like operating systems; they include a lot of box drawing characters.
On the other hand, since standards bodies had decided to not assign graphical characters to the upper-half control-character positions 80–9F, which are hardly used in practice for control functions, 12.5% of the available code positions were wasted.
When, early in the history of personal computers, users didn't find their character encoding requirements met, private or local codepages were created using Terminate and Stay Resident utilities or by re-programming BIOS EPROMs.

I tried to add some files to the lib/X11/locale/ directory which describes the codepage, but when LANG=ru_RU.CP866 XSupportsLocale() anyways returns that current locale is not supported.
Is there a way to add codepage 866 support without having to hack Xlib source code?
Otherwise poor people like me will always have to do dirty tricks in order to handle data exchange with legacy operating systems (in my case I need the 866 codepage because it is used in russian Windows consoles and this cannot be changed).

It is quite a good latinized translation to recognize places and city names, etc. However, it is not the original Russian text, as the Russians use the cyrillic, not the latin alphabet.
In the computing environment there exist several codepages for the represen- tation of cyrillic letters: IBM codepage 866, Windows codepage 1251, KOI-8, and more.
A first theoretical approach could be to implement codepage 866 on a PC and receive the character stream out of the RTTY decoder via a terminal program with a modified character translation table for direct display and appropriate storage of the cyrillic characters.

But if you want to assign something "new" or "special", this is the range to use, and you are completely free in using this space as you like and can even create your own bit patterns within that range.
DR-DOS does not support codepages with Euro sign (yet) although, somewhat ironically, the symbol is part of the font database.
Please note, that the names of Microsoft's "Latin" codepages use Roman digits (I, II, III) rather than Arabic digits (1, 2, 3) to distinguish them from ISO codepages, which /do/ use Arabic digits.

You cannot enter a filename without entering a number, but only a number is ok. The number may be 1-9 to select the corresponding codepage or 0 to select the standard ROM font.
When used with KBJEK that sends ASCII according to the current codepage the linedraw and cyrillic characters will always be ok. Though if You use a codepage where mot all characters are available, keys mapped to thoose characters wont output anyting.
Normally it uses FontBank 0 for all codepages, because some graphic-cards (at least ATI Graphic Expression PCI) does not allow bank 1 to be used.

There are % also several codepages in use, which are very similar to % cp~866.
However, if the characters % used from these codepages will be limited only to Russian letters, it % is sufficient to have old LH fonts with LCY or OT2 encoding.

Erratically also called IBM Codepage 437, mostly because it was not implemented using the "normal" MS-DOS Codepage scheme, thus not altering the Codepage and the default Codepage for MS-DOS is IBM Codepage 437.
With the advent of MS-DOS 6.22 it is a "normal" Codepage.
There are IBM Codepages compatible with ISO/IEC 8859, not only sharing the same characters but even the same code points.

Cyrillic fonts: Type A. Alt [Reference: codepage 866 (as given in Unicode 1.0, Vol 2, Appendix C).] The Alt fonts have the Cyrillic letters in the ranges 0200-0237: capitals, 0240-0257,0340-0357: lower case, 0360-0367: some additional letters.

Cyrillic fonts come in at least 4 different flavors (standards): Apple Standard Cyrillic (ASC) - obviously, a Macintosh-native standard, KOI8 - the most popular one, pioneered on UNIX, CodePage 1251 - MS Windows standard and CodePage 866 (Alternative) - MS-DOS standard.
If you're not planning to transfer your work from Mac to, say, an IBM-compatible computer for any reason, I'd recommend to stick with Apple Standard Cyrillic fonts.

There is no real COUNTRY support yet, but partial support can be activated directly in the kernel when you compile your own kernel.

I think, the problem is not with file reading, console cannot display your output.
Just a hint: to display Russian, you need output in 866 codepage and your console should be able to display it.
Try to set response codepage befor writing HTML output.

When you run the DCA for the first time after you install CMS, the DCA does not set the code page before it performs the BCP.
The BCP uses the default OEM page that is set by the user locale (in the example in this article, the OEMCP is set to 866, or Russian).
You should modify the function that creates and populates a database to set the OEMCP to 437 (the ANSI English US code page) before you copy the data schema to a database.

I have not revised this page much since 1995, when Russian fonts were a problem, DOS encoding aka codepage 866 was the standard (I bet there are now people who have no idea what I am talking about!) and most servers did not carry Russian Usenet groups...

I've encountered a problem with doxygen and don't know how to solve it.
The root of the problem is that for Russian there are numerous character encodings, in particular in Windows codepage 1251 is used, Unix is using KOI8-R and DOS and OS/2 is using codepage 866.
I'm using doxygen under OS/2, Windows and Linux.
