COINTELPRO (Counter Intelligence Program) is a program of the United States Federal Bureau of Investigation aimed at investigating and disrupting dissident political organizations within the United States.
Within the year, Director Hoover declared that the centralized COINTELPRO was over, and that all future counterintelligence operations would be handled on a case-by-case basis.
COINTELPRO operatives in London intercepted this fusion of the Black Political Revolution and the White Cultural Revolution.

This was to some extent a function of the racism of the FBI and police, as well as the vulnerability of the Black community (due to its lack of ties to political and economic elites and the tendency of the media-and whites in general-to ignore or tolerate attacks on Black groups).
