Decree 617, an initiative to directly intervene in the mining, veins, deposits, and pits currently operating in Cojedes, was adopted by Cojedes governor Jhonny Yanez Rangel on February 28.
To achieve these objectives, the Cojedes government will create the Cojedes Mining Unit, a dependency that will be in charge of all aspects related to mines, veins, and deposits in the state.
Because of its location in the plains region of Venezuela, the vocation of Cojedes’ residents is primarily agricultural.

Authorities in Cojedes said the recent decree did not mean instant expropriation, but rather a formal investigation to see whether owners had legal title or were using lands properly.

The “intervention,” as it is called in Venezuela, is meant to settle a land dispute between the government and the ranch.
The manager of the cattle ranch, Diana Dos Santos, told the press that she is relying on the state government to solve the land dispute and that the action has not violated the ranchers’ human rights.
If the Cojedes commission finds that the land titles are in order, but that the ranch does not use all of its land, then the government could decide to give a portion of the land to landless farmers.

The Governor of the State of Cojedes announced yesterday that on Saturday they will begin the “intervention” of the Hato El Charcote farm, owned by British company Vestey, under the decree issued by that Governor in mid-December.
According to the Governor: “The intervention will be performed with all of the machinery of the State to establish the first beachhead of the “Free land and Men Mission…With the aid of all of the Armed Forces and police forces and the authorities of the Governor ….”.
The land issue has four separate components all of which were considered in the original Land Bill of 2001, which in some sense propelled the opposition movement against Hugo Chavez, which saw that bill as a threat to the right to private property provided by the 2000 Chavez Constitution.
