Colchester's first known royal charter was received in 1189 and gave the borough the foundations of self-government.
In Colchester's case the main rivals were the Abbot of St. John's, a powerful and wealthy ecclesiastic, and John FitzWalter lord of Lexden manor together with his steward (and tenant of Langenhoe manor) Lionel de Bradenham.
In return the borough recognized the abbey's warren in West Donyland, granted the monks and their tenants freedom from tolls on goods for personal use (goods for purposes of resale, however, were still to be subject to tolls), and agreed to the abbey having pillories and cucking-stools in West Donyland and Greenstead.

Colchester's charter granted the burgesses the right to elect their bailiffs and a justice to hold the pleas of the Crown in the moot hall, a significant step in the growth of the borough's liberties if it was granted in the 1130s or 1140s, and one which was certainly enjoyed from 1178.
Colchester's failure to create its own chief officer may suggest a lack of cohesion among the commonalty (possibly related to the absence of a merchant guild or other focus for communal action); alternatively the infrequency of royal intervention in the borough may have meant that the burgesses felt no need for their own officers.
The charter of 1447 exempted Colchester from the jurisdiction of the admiral.
