The Louisiana National Guard Cold War Victory Medal is an official military service award of the State of Louisiana authorized for both its’ Army and Air state military components under Louisiana Army and Air National Guard Regulations LAARNG REG 672-1 and LAANGI 36-2803 dated 1 February 2000.
The Louisiana Cold War Victory Ribbon will be awarded to any member or former member of the Louisiana National Guard who served honorably* for a period of at least eighteen months during the Cold War era, 8 May 1945 to 25 December 1991.

In Fiscal year 2002 the United States Congress passed legislation to approve the Cold War Victory Medal; however, language of the act did not “require” the United States Department of Defense to issue the medal.
Presently the Cold War Victory Medal is a civilian medal which may be privately purchased but is not distributed by the United States government.
However, the medal is worn as a National Guard award as issued by the Louisiana National Guard.

In 1995 on the fifth anniversary of the end of the Cold War the ' Federation Des Combattants Allies En Europe' decided that a medal should be struck to honour the most turbulent period of the 20th.,Century.
The COLD WAR VICTORY MEDAL was designed and struck in 1995 and is available for purchase by eligible recipients until the end of 2005 when the nominal roll will be closed and the list of recipients given to the British Imperial War Museum.
The medal is die-struck with a high-grade Nickel-silver finish.The obverse of the medal is heavy on symbolism and features Saint George and the Dragon: Saint George is the Patron Saint of Holy Mother Russia and is attacking from the right (West),whilst the dragon is shown rearing up from the left (East).

After being repeatedly passed by both houses of Congress, the Cold War Medal vanished once again, as Section 565 of H.R. 1815, passed this time by the House of Representatives, did not survive the House-Senate conference on the 2006 National Defense Authorization Act.
The CWVA is an aligned organization representing the Cold War Veterans community.
BE IT RESOLVED, by the Veterans of Foreign Wars of the United States, that we petition the Congress to authorize a Cold War Foreign Service Medal to recognize foreign service personnel who served in foreign countries that currently are not recognized during America’s longest war, the Cold War.

 Cold War Victory Medal Act
`(a) MEDAL AUTHORIZED- The Secretary concerned shall issue a service medal, to be known as the `Cold War Victory Medal', to persons eligible to receive the medal under subsection (b).
The Cold War Victory Medal shall be of an appropriate design approved by the Secretary of Defense, with ribbons, lapel pins, and other appurtenances.
`(f) APPLICATION FOR MEDAL- The Secretary concerned shall issue a Cold War Victory Medal to or on behalf of a person described in subsection (b) upon receipt by the Secretary concerned of an application for such medal, submitted in accordance with such regulations as the Secretary prescribes.
