Mayor Coleen Seng used the annual, mayoral statement on the state of the city Monday to propose how it should be improved, mainly in regards to street construction.
Seng added later it is important to conduct a special election instead of putting the bond issue on the November, general-election ballot because "it separates Lincoln's infrastructure discussion from the many other debates and issues that will occur in conjunction with the November election."
Seng made no mention of a per-gallon tax on gasoline retailers, which could be levied in the city or, through a transportation agency, throughout the county.

Seng calls the $131 million spending plan lean, because it was crafted under the shadow of a projected $8.7 million deficit.
Overall, Seng is asking for a 2.3 percent increase in the operating budget, and a 5.3 percent, or $6.6 million, overall increase, when the extra pay period and the storm sewer bond issue are factored in.
Seng's plan also calls for a 7 percent increase in water rates and 9 percent increase in wastewater rates, beginning in January, to help finance city growth, increasing the average Lincoln homeowner's bill $2.15 per month.

Coleen and her late husband Darrel, who died in 1993, have three grown children and three grandchildren.

Saying it is flawed and unfair, Mayor Coleen Seng squashed the city's new smoking ban Thursday and thinks she has enough City Council support to make her veto stick.
In her veto address, Seng said the public should be protected from secondhand smoke and that a better law can be crafted.

The problem is Mayor Seng's idea of "bold ideas" is "public-private partnership" and a $75 million bond issue for "improving" non-essential streets and trails.
If Mayor Seng is upset that people reacted to the original proposal with "suspicion and antagonism," she would do well to consider how her own actions caused that reaction.

As it turns out, Seng turned the sheets ragged while doing her homework: Meeting the no-tax-hike goal stated in Werner's proposal and the council's actions, but in a slightly different way.
Restored in Seng's package is money for maintenance of trails and parks, which became a lightning rod for criticism after the council approved its cuts.

For those of you who don't live here, the rules are this: Highest two vote getters move on to the general election next month.
Personally, I think his problem is that the campaign literature depicting Strand as a stranger vying for a job as the "councilman for Alltel" is effective.
This will have two benefits: first, it will increase each candidate's chances of winning, and second, those districts are traditionally Democratic and the more votes that come in from those areas, the more votes are likely to go to Coleen Seng.
