Colin Gibson noted that whilst there would always be some protracted negotiations we have substantially reduced the number of cases that have been running for more than 3 years.
Colin pointed out however that the first 3 months of the current year have shown a noticeable turn around with a large increase particularly in non-corporate work which is up about 10% on this time last year.
Colin Gibson agreed that this might be the case but said that the requirement was for the taxpayer to submit a reasonable estimate.

COLIN Gibson, the former Football Association employee who quit his job in the storm that surrounded the Faria Alam scandal, was yesterday appointed head of communications at the England and Wales Cricket Board.
Gibson, the former Daily Mail and Sunday Telegraph sports editor resigned from a similar position in charge of the FA’s communications department last August following his handling of the furore which erupted after revelations that secretary Alam had affairs with England coach Sven-Goran Eriksson and FA chief executive Mark Palios.
Gibson, whose stint at the FA lasted seven months, fills a new role in which some of his duties will perhaps encompass the brief of John Read, who left his post as director of corporate affairs in a rocky 2004 when Tim Lamb’s tenure as chief executive also came to an end.

Palios informed FA chairman Geoff Thompson of his decision at 6pm, and it was accepted with immediate effect, while Gibson said last night: "I have offered my resignation to the board because I felt it was the honourable thing to do.
However, faced with the true picture seven days later after the same newspaper came into possession of e-mails which confirmed the affair and revealed Palios had been involved with the same woman, the FA was forced into an embarrassing climbdown and retracted the earlier denial.
It was then Gibson, who has not yet received an answer to his offered resignation, allegedly made his dramatic offer to release details of Eriksson’s affair in return for keeping Palios out of the story.
