The river's water use typically is planned out one year in advance, from October to October.

My opinion Jim Kiser: Colo. River's drought far from over | www.azstarnet.com ®
The consequence is that the river today is in a much more precarious condition than expected, says Ben Harding, a Boulder, Colo., water resources engineer who participated in that worst-case analysis.
Now, even as the Western states are negotiating a set of rules on how to allocate possible shortages in Colorado River water, the drought's severity magnifies concerns that too much water is being taken from the river.
A key reason for today's unexpectedly severe conditions is that more water is being taken from the river than the researchers anticipated, especially by the Lower Basin states of Arizona, California and Nevada.

Basically the California water offical said that they expected no problems in the near future as a result of the Federal action because California has been drawing their maximum allocation of water the past three years well in excess of the amount of water actually needed to supply Southern California.
The next day at the show, some of the Powell and other Colorado river vendors confirmed this excess demand and stated that a large share of the water was pumped to Diamond Lake near Hemet, CA to fill that lake for summer use.

6/1/2003 -- California ponders future with less Colo. River water
The extra Colorado River water at issue represents about 10 percent of what Southern California, the river's biggest beneficiary, uses in a year.
Despite the cuts in Colorado River water, the Metropolitan Water District of Southern California said it has enough water for about two years to meet the water needs of the 17 million people - about half the state population - it serves through backup plans that include tapping state reservoirs.
But the reduction California now faces in its Colorado River water is likely to put water back toward the top of the state policy agenda as the state scrambles to meet its sharply growing water needs, analysts said.

Flying over the Painted Desert at 150 miles per hour, Collier observes and photographs the entire life span of a thunderstorm: the weighty anvil cloud emptying itself on a parched redrock escarpment and, a few miles downstream, the ensuing flash flood, an erosive tumult of water and detritus.
Above the Escalante Canyon, he captures the sinuous, incised meanders of the river, the choreography of a dance twenty million years old between relentless water and uplifting bedrock.
The waters of the Colorado River now rarely reach the Sea of Cortez, depleted as they are by hundreds of upstream reservoirs and diversions - and Collier documents this as well: the stark, muddy delta of the river; the feathery channels that remain as the tides withdraw back to the sea.
