This new fire department operated with some of the previous firemen and the fire truck was parked in a garage on Inman Avenue near Wood Avenue.
The first thing the original fire department tried to do was to have the pumper and equipment returned; but, there was a slight problem the other commissioners of the second firehouse sold the pumper, firehouse, and equipment to a local citizen for one dollar.
Colonia district #12 was one of the first in area to use this tool.

Colonias are invariably purchaser-financed, whereby the developer holds the contract until the land is paid for, at which time it converts to a title deed.
They are similar in so far as colonia populations tend to be low waged working poor, Spanish speaking, low education levels, citizens of their respective countries (less than one-quarter of Texas colonia residents are not citizens and a negligible number are illegal residents), and relatively long-term migrants to the region.
Colonias fall between the cracks of county and city authority, and new policy development is required that will reduce the (very real) liability that jurisdictions perceive in taking responsibility for colonias.

The rapid growth of colonias here, county planners say, is fueled in large part by the state law that permits "wildcat subdivisions," allowing landowners to split land up to five times without extensive long-term planning for infrastructure.
The colonias and wildcat subdivisions are considered a drain for county governments, which are often called in to upgrade dirt roads or provide basic services, typically required of the developer, when the community grows large enough, or poses a health or safety problem.

"Colonia" is a spanish term for "neighborhood" or "community." In Texas, "colonia" refers to an unincorporated settlement that often lacks basic water and sewer systems, paved roads, and safe and sanitary housing.
The colonia population in Texas is predominately Hispanic; 64.4 percent of all colonia residents under 18 years of ages were born in the United States.
One viable solution is to develop a film documentary on colonia children that will use the media to present and illustrate to policy makers specific case studies of the depreciating conditions in which children live in the colonias.

The colonia initiatives coordinator may appoint a colonia ombudsman in each of the six border counties that the coordinator determines have the largest colonia populations.
If the department determines it necessary and appropriate, the department may establish a self-help center in any other county if the county is designated as an economically distressed area under Chapter 17, Water Code, for purposes of eligibility to receive funds from the Texas Water Development Board.

For an eligible county to submit an application on behalf of eligible colonia areas, the colonia areas must be within 150 miles of the Texas-Mexico border region, except that any county that is part of a standard metropolitan statistical area with a population exceeding one million is not eligible under this fund.

By the end of the year, Colonia residents will have to say goodbye to the familiar red box, which uses the 1800 telegraph system, which have sat on utility poles and in the schools for over 50 years.
The 50-member Colonia Fire Department is one of the last departments in Woodbridge to take down the fire boxes.
The department even used a ticker tape machine for their main system until lightning struck the building in 1995 and destroyed the system.
