The local favorite seems to be Tom Flanagan, a longtime Colonial Beach businessman whose Riverboat OTB parlor on a pier in the Maryland waters of the Potomac River was wrecked last year by Hurricane Isabel.
Colonial Downs wants to open four new OTB sites in Virginia, including one in Westmoreland County, possibly within the town limits of Colonial Beach.

The five-member Virginia Racing Commission has reportedly informed Colonial Downs officials that the regulatory body is "gravely concerned" over problems encountered by the state's first pari-mutuel track.
Following a closed meeting Wednesday with Colonial Downs management, racing commission chairman John Shenefield said the panel notified the track it would begin to "think about the extent of the commission's authority" by reviewing procedures for license revocation.

With the increase in purse money for the big races such as the Colonial Turf Cup and Virginia Derby - both of which were $1 million this year for the first time - the purses at the other end have gone down.
A number of owners and trainers have said privately and told members of the VRC that they are not planning to bring horses to Colonial Downs next year if purses remain at this year's level or are even lower.
Colonial Downs officials reported that while attendance was off considerably (from 22,321 last year to 11,271 this year) during the 36-day, harness racing meet that ended Nov. 4, total handle and average daily handle was up from the previous year.
