The Heads of State or Government commended the Pretoria Agreement signed on 30 July, 2002 between the Government of the Democratic Republic of the Congo (DRC) and the Government of the Republic of Rwanda in which the sovereignty of the DRC and the security concerns of Rwanda were recognised and re-emphasised.

The question of colonial influence in Portuguese Guinea loomed large, as it was an indicator of the relative strength or weakness of the colonial regime, a clear line of demarcation in Guinean political, economic and social life and the ground upon which the anti-colonial struggle could be launched.
The competition for power in the colonial state among pre-colonial/ traditional elites mirrored the resistance of the colonized elite whereby status and privilege were acquired through both the pre- colonial and colonial systems.

 afrol News - Guinea-Bissau seeks to eliminate all landmines
The government of Guinea-Bissau however has indicated it needs help to become the first post-conflict country in Africa free of the danger of landmines and unexploded ordnance, which currently still claim lives and disrupt economic and social development.
President Henrique Rosa, who heads the transition government, recently appealed to development partners to support 11 landmine projects budgeted at US$ 2.4 million.
The landmines are leftover from a civil conflict in the small West African country, one of the world's poorest, during 1998 and 1999, and from the war for liberation from colonial rule that ended in 1974.
