The Web-safe palette dates from the early days of the Web when most computers could display only 256 colors.
The color shifts are often unpredictable and may even cause objects to disappear if the foreground and background shift to the same color; hence the need to identify colors that don't exhibit those problems on a 256-color display.
There's a lot of color shifting going on, but with thousands of colors to work with, the color shifts are generally very subtle.

To protect colors from dithering in a browser, you can shift the colors to their closest equivalents in the Web palette.
Choose Shift Selected Colors to Web Palette from the Color Table palette menu.
The original color appears at the upper left of the color swatch and the new color at the lower right.

This palette was retained between sessions of PSP and I could do a couple of images one day and then go back the next day and have the same colors available.
Note: The text box palette is connected to the Style Palette, so if you change colors/gradients/patterns or textures while in the text box, after you've applied the text, the Style Palette settings will change to the styles and textures you set while in the text box.
Clicking on either of the swatches will bring up the color palette and you can change the colors for the next time you switch to colors even though you may be currently set to a gradient or pattern on the style buttons.
