In colour theory, the colour wheel is based on "pure" colours; lighter versions produced by adding white or more light are called tints.
These are known as "pale" or "light" colours, as "pastel" colours or (for light tints of some reds, oranges, and yellow) as "tans".
In colour television, a tint control is an adjustment allowing image hue to be corrected (used most often in the NTSC colour television standard, due to its susceptibility to colour errors).

The colour on the right of the top colour bar is supposed to be white and the colour on the left of the bottome colour bar and the strip at the bottom is also supposed to be white.
You are right that the pattern is colour bars on the top and bottom and the middle is a grey ramp for contrast adjustment and the almost invisible veritical bars for brightness adjustment.
There is a 4 minute clip of the colour bars and PLUGE that I am trying to figure out how to use, assuming it is the one to set colour and tint, but not of the standard colour bars/PLUGE.

Twelve healthcare workers independently used the colour scale to examine conjunctival pallor in 198 pregnant women with anaemia as well as 254 pregnant women without anaemia, during three experimental phases.
The authors concluded that taking medical histories and using a simple colour tint scale to assess conjunctival pallor improved the sensitivity, specificity and inter-observer agreement of anaemia diagnosis.
