Combat Action Ribbon of the Navy and Marine Corps was instituted in 1969.
The principal eligibility criterion is that the individual must have participated in a bona fide ground or surface combat fire fight or action during which he was under enemy fire and his performance while under fire was satisfactory.
The Combat Action Ribbon will not be awarded to personnel for aerial combat since the Strike/Flight Air Medal provides recognition for aerial combat exposure; however, a pilot or crewmember forced to escape or evade after being forced down could be eligible for the award.

The Combat Recognition Ribbon was a tentative military award of the United States Army which was first proposed in the mid 1980s as an Army equivalent to the United States Navy's Combat Action Ribbon.
The Combat Recognition Ribbon was initially proposed as an award for Army personnel who had served in combat situations, but for a variety of reasons had failed to meet the criteria for the Combat Infantryman Badge.
The Combat Action Badge creation was approved by the U.S. Army on May 2nd, 2005 and can be retroactively awarded to soldiers who engaged in combat after September 18th, 2001.

Combat Action Badge - Wikipedia, the free encyclopedia
The Combat Action Badge (or CAB) is a military badge worn in the U.S. Army.
The CAB was originally planned as a ribbon which was to have been known as the "Combat Recognition Ribbon".
However, as ribbons are generally seen as less prestigious than medals and badges, the CAB was then proposed as the "Close Combat Badge" (or CCB), thus granting the award badge status vice ribbon.
