Decision makers who form an initial but perhaps incorrect impression in the midst of high ambiguity usually need more pieces of unambiguous data to recognize that their initial "picture" is not correct.
Decisions and accompanying data are also slowed by neutralizing or destroying the communication links that connect the commander to the subordinates who carry out his will.
The German command was not only uncertain of the direction and aim of Allied armor, it was slow to react due to their inability to observe Allied moves, decide, and execute a countering move.
