Command guidance is a type of missile guidance in which a ground station or aircraft relay signals to a guided missile via radio (or possibly through a wire connecting the missile to the launcher) and tell the missile where to steer in order to intercept its target.
Pure command guidance is not normally used in modern SAM systems since it is too inaccurate during the terminal phase (when the missile is about to intercept the target).
Track-via-missile is a variation of command guidance, the main difference being that the missile itself sends target tracking information back to the guidance system to aid it in calculating the intercept.

I realise you have to track the CLOS missile & data link instructions but it has to be cheaper.
I realize you need to track twice the missiles compared to semi-active but that still should be cheaper than having a guidance system blow up whenever you fire a missile.
They were never meant to perform fleet air defense duties, and while the latest RAM version is a better system, it's only been recently offered to non-NATO, non 'Major Ally' nations, while the Sea Wolf has been around for 25 years and the Barak 14.
