The Commencement Bay natural resource trustees have developed a baywide restoration plan and are designing and building a series of habitat restoration projects using funds, property, and inkind services obtained through damage claim settlements.
The trustees' restoration planning began with and was built upon the Commencement Bay Cumulative Impact Study (May/June 1993), which was developed by the U.S. Army Corps of Engineers, NOAA, the U.S. Fish and Wildlife Service, and the U.S. Environmental Protection Agency.
That study analyzed the impact of dredge-and-fill activities on the bay's aquatic resources and identified restoration and mitigation options.

Commencement Bay (CVE-105) was launched 9 May 1944 by Seattle-Tacoma Shipbuilding Corp., Tacoma, Wash.; sponsored by Mrs.
Commencement Bay reported at Seattle 1 February 1945 for duty as a training ship in Puget Sound until 2 October.
During this time she trained 545 officers and 5,053 men of precommissioning crews for sister escort carriers, and qualified 249 pilots of eight air groups in carrier takeoffs and landings.

One of those sites was a portion of Commencement Bay, part of Puget Sound in Washington State, which EPA listed as "Commencement Bay Near Shore/Tide Flats." After notice and comment, EPA promulgated the NPL as a final rule on September 8, 1983.
In addition, a more general study of shoreline bay areas and waterways convinced EPA that pollution was reaching the Bay from a variety of other shoreline sources.
EPA's investigations prior to the NPL listing confirmed that the site should include shallow bay areas, waterways, and shoreline, but without further study the agency could not identify all sources of pollution or the exact extent to which contamination had spread in the Commencement Bay area.

 NOAA Restoration - Restoring Injured Habitats
A major trans-Pacific port, the bay is home to chemical and concrete production and aluminum smelting plants, lumber mills, and oil storage facilities.
As a result, almost all restoration in the area is designed to reclaim critical pieces of habitat for wildlife that depend on the bay for food and shelter.
Commencement Bay is just one example of NOAA's work to reverse habitat degradation and loss so that fish and wildlife populations can thrive once more.

The Commencement Bay Cleanup Action Committee has been working on a restoration plan for the mouth of the creek, but currently has no funding to implement the plan.
The head of the Middle Waterway adjacent to 11th Street East in one of the original mudflats of Commencement Bay is an intertidal area providing resting areas for migrating salmon, foraging areas for birds and small mammals, and tidal zone habitat for crabs and other shellfish.
This clean sediment is deposited in the bay and a new delta area is forming at the mouth of the river.

A Commencement Bay marina owner is being investigated for illegally sending dozens of boats to watery graves -- some of them still loaded with fuel.
News of the scuttled boats was troubling to environmentalists in light of the massive amount of work that has been done to restore Commencement Bay, which was declared a Superfund site because of industrial pollution.
The boats ultimately will be hauled out of the bay to prevent additional fuel and oil from leaking out, officials said.
