For each chief executive already in place, the Commissioner has the discretion to adjust remuneration annually and to pay a performance incentive, of up to 15 percent of the remuneration package, where the Commissioner determines it to be justified.

EC LAUNCHES CONSULTATION ON DIRECTORS' REMUNERATION
The Commission is now committed to further open consultation on each of those key measures and the consultation exercise on directors' remuneration is therefore the first of several arising from the Action Plan.
Disclosure of the remuneration of individual directors - both executive and non-executive or supervisory - in the preceding financial year is important so shareholders can assess the appropriateness of the remuneration in the light of the overall performance of the company.
Such approval would relate to the scheme in itself, in other words the system of remuneration and the rules applied to establish individual remuneration under the scheme, rather than to the remuneration of individual directors.

Solidar calls for an exemption of social and health services from the scope of the directive and urges the Commission to include a clear and unambiguous derogation from the country of origin principle as far as staffing is concerned.
However, explicitly excluded from the scope of the directive are only services provided directly by public authorities for no remuneration, in fulfillment of their social, cultural, educational or legal obligations, as well as services already covered by specific EU law.
Both criteria of exemption — provision by the state without remuneration and covered by existing EU law- do not apply to social and health services, especially as the directive also regards states subsidies as remuneration.
