Elections in the Philippines are the arena in which the country's elite families compete for political power.
Until 1972 Philippine elections were comparable to those in United States cities during early industrialization: flawed, perhaps, by instances of vote-buying, ballot-box stuffing, or miscounts, but generally transmitting the will of the people.
Local elections were originally scheduled for August 1987, but because many May 1987 congressional results were disputed and defeated candidates wanted a chance to run for local positions, the Commission on Elections postponed local elections first to November 1987 and then to January 18, 1988.

The Philippine Supreme Court nullified on Tuesday a contract for the computerization of the country's ballot-counting process, effectively forcing the Commission on Elections to revert to the manual counting of votes for the May 10 presidential vote.
The May 10 election was to have been the first time the elections were computerized, although some of the ballots would be counted by hand because there would not be enough machines.
Lawmakers, some of whom wanted to pass a law rescheduling the election in anticipation of the Supreme Court ruling, said any postponement could not go beyond May 30 because the Constitution mandates that the new president be sworn in by June 30.

There are cases when the Commission on Elections (COMELEC) will announce that the incumbent mayor, councilman or Member of Parliament are not the real winners in the last elections after these officials have wrongfully assumed their office for almost three years or just a few months before the scheduled next elections.
While criminal charges have been filed against the election officer, the case is moving too slowly because of the perceived bias of the prosecutor handling the case at the Lower Court.
