Our review shows that illicit drugs, crime and violence affect communities very adversely as their citizens have to live in the environs where illicit drugs are readily available, and where crime and violence or the threat of crime and violence, are ever present.
When different drug trafficking groups compete for a bigger share of the lucrative illicit drug market, violent confrontations in and around public places occur in such communities and in the absence of appropriate intervention, there is deterioration of law and order.
Drugs, crime and violence are shown to particularly affect young people who often play a key role in manifestations of drug-related crime and violence at the local level both as perpetrators and as victims.

 Single Convention on Narcotic Drugs, 1961
Except as to measures of control which are limited to specified drugs, the drugs in Schedule I are subject to all measures of control applicable to drugs under this Convention and in particular to those prescribed in articles 4 c, 19, 20, 21, 29, 30, 31, 32, 33, 34 and 37.
The drugs in Schedule II are subject to the same measures of control as drugs in Schedule I with the exception of the measures prescribed in article 30, paragraphs 2 and 5, in respect of the retail trade.
Drugs carried by ships or aircraft in accordance with paragraph I shall be subject to the laws, regulations, permits and licenses of the country of registry, without prejudice to any rights of the competent local authorities to carry out checks, inspections and other control measures on board ships or aircraft.

The Commission called on States to require financial institutions to maintain all transaction records, to facilitate responses to requests for information to be used in criminal investigations and prosecutions, civil forfeiture proceedings, or regulatory actions.
In addition; the Commission reiterated its call for States to support the efforts of the Executive Director by promoting, in other United Nations bodies, the inclusion of a drug-control dimension in their activities; and by engaging in a dialogue on drug abuse control at the field level with the multilateral development institutions.
The Commission would make that proposal on the grounds that "the drug problem is a global and transnational phenomenon which in different ways affects all countries" and in recognition of universal concern about the issue.

Drug policies of most western developed nations are guided by the numerous conventions to which they are signatories.
A number of international bodies including the International Narcotics Control Board which was established in 1968 and the Commission on Narcotic Drugs, a subsidiary of the Economic and Social Council of the United Nations, which was established even earlier, in 1946.
The Commission on Narcotic Drugs is the central policy making body within the United Nations for dealing with all questions related to drug abuse control.

The commission, with the participation of delegates from 53 nations, met in Vienna, Austria, March 20-29, to review how governments and the United Nations are meeting goals and target dates for action against the world drug problem, as established during a 1998 special session of the U.N. General Assembly.
These were among the key directives issued today by the Commission on Narcotic Drugs, which has been meeting here since 20 March to review how governments and the UN itself are living up to the goals and target dates called for by the General Assembly at a 1998 special session on the world drug problem.
In action taken on 20 March, the Commission voted to place three so-called "party drugs" and one sedative under the control regime of the 1971 UN Convention on Psychotropic Substances and to tighten the watch over two common chemicals that are often diverted into illicit channels for processing heroin and cocaine.

The Commission has two different kinds of powers: those assigned to it by its terms of reference or other decisions of the Council 12 ("Charter functions"), and those granted to it by provisions of the Single Convention or of earlier narcotics treaties ("treaty functions").

“Success is possible in drug control”, stressed Pino Arlacchi, the Executive Director of UNDCP in his statement to the Commission as he gave concrete examples of reductions in coca cultivation in Peru and Bolivia and opium poppy cultivation in Pakistan and the Lao PDR.
Recognizing that millions of people worldwide are abusers of narcotic drugs and psychotropic substances, delegates asked Member States to develop services for effective prevention and early intervention, counselling, treatment, aftercare and social integration and to ensure that these services are widely available for those in need.
In other action, the Commission, based on the proposal of INCB -- which is mandated to monitor the implementation of the drug control Conventions -- decided to place the precursor chemical norephedrine in Table I of the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

The United Nations Commission on Narcotic Drugs (UNCND) was founded in 1946 with the clear intent of serving as the primary decision-making body of the United Nations in regards to drug-related concerns (1).
The UNCND continues to perform the functions assigned to it by Article 8 of the Single Convention on Narcotic Drugs of March 30, 1961, the Convention amended by the protocol of March 1972; and Article 17 of the Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of December 1988.
In their joint statement, the delegates expressed, "grave concern about the policies and activities in favor of the legalization of illicit narcotic drugs and psychotropic substances that were not in accordance with the international drug control treaties and that might jeopardize the international drug control regime" (6).

 "Signs Of Progress" Reported At U.N. Commission Meeting
Worldwide efforts against illicit drugs have shown "signs of progress," according to a report submitted to the U.N. Commission on Narcotic Drugs, which opened its 46th session yesterday in Vienna.
In the report, U.N. Office on Drugs and Crime Executive Director Antonio Maria Costa cited progress in four major elements of the international drug policy -- demand reduction, supply reduction, international cooperation and overall drug control policy.
Also during the meeting, the commission is to discuss new challenges such as the dramatic increase in HIV/AIDS related to drug use, especially along drug trafficking routes, and the spread of synthetic drugs (UNODC release, April 8).
