Science and technology will face in the future a number of important challenges related in particular to the changes in the structure of world economy, to the changing roles of the major development actors and to the introduction of new technologies and the various environmental, legal and moral problems connected with their application.
Science and technology is important in improving the quality of life of the world’s population, particularly the most vulnerable and disadvantaged groups, including women.
In pursuing this goal, the United Nations Commission on Science and Technology for Development is committed to the common vision of an entitlement to knowledge and to the benefits of science and technology for development in the twenty-first century.

 Monitoring The UN
This new commission was charged with revitalizing the work of previous committees in existence since 1979 as well as undertaking new initiatives, with a focus on increasing cooperation and coordination and providing policy and programme advice across the UN system.
The Commission on Science and Technology for Development owes its origins to the 1979 United Nations Conference on Science and Technology for Development held in Vienna.
Furthermore, while the goal of addressing the basic human needs of the least developed countries and sections of the population through science and technology were reaffirmed as a central principle, the importance of science and technology to developing the export sector of the economy in developing countries has been advanced.

The concerns of developing countries regarding their participation in the GII and NII now bear less on whether this should be accorded high priority, than on how to effectively apply information technologies to development so as to reduce, rather than widen and deepen, the gap between information "haves" and information "have-nots".
Developing countries are constrained in their ability to negotiate favorable terms with multinationals, particularly as they are often competing among themselves for a limited supply of international capital.
Developing countries should seek to establish a framework and mechanisms that ensure the participation of all sectors in implementing the national information and communication infrastructure and co-ordinating and harmonizing the multiple efforts of the different players, including the private sector, NGOs, telecommunication administrations and operators, researchers, teachers, and the media.

 Issues of science and technology for development
In multilateral diplomacy, the transfer of ecologically friendly technologies to developing countries and related domestic capability building is indeed an agenda item of the utmost importance - especially during the first decade or so while these countries are allowed a sort of grace period before their fuller participation in the emerging conventions and protocols.
Technology blending is intended not just for possibilistic scenario writing, but as an actual improvement in traditional technologies in use in terms of unit cost of production, factor productivity, and output quality.
The world's science and technology community has not only been guilty of the bias of "technological determinism" in grappling with societal problems, but its major outputs have tended to respond sooner to signals from lucrative urban markets than to basic human needs in underprivileged regions.

Both the UN Commission and UNESCO made many useful suggestions as to what might be done by governments, industry, scientists, and NGOs to move to gender equity in science and technology, and I commend their reports to you.
In addition, the Commission, with help from UNIFEM, reviewed the activities of the UN system with regard to gender and made a number of recommendations to the UN system (Review of Policies and Activities of UN Organizations in the Field of Gender, Science and Technology).
Finally, the Commission recommended the creation of the Gender Advisory Board, the task of which was to review the future work programmes of the Commission from a gender perspective and to monitor the implementation of all of its gender recommendations.
