  Center for Legislative Archives - Guide to Senate Records: Chapter 17
The Committee to Audit and Control the Contingent Expenses of the Senate was established on November 4, 1807, upon approval of a motion of John Quincy Adams of Massachusetts.
The records of the committee (25 ft.) consist of committee reports and papers, 1842-47 (1 in.); committee papers, 1849-1946 (22 ft.); petitions, memorials, and resolutions of State legislatures referred to the committee, 1841-1944 (1 ft.); and dockets, 1909-19 (7 vols., 2 ft.).
The separate Senate standing Committee on the Library was not established until the joint rules ceased to exist in 1876; thereafter, until 1946, when its jurisdiction was transferred to the newly established Committee on Rules and Administration, the Senate committee coexisted with the Joint Committee on the Library.

 Standing Committee of Privileges
The Committee of Privileges, consisting of 11 members, is established to inquire into and report upon complaints of breach of privilege which may be referred to it by the House.
The committee has no power to initiate inquiries but the House has referred to the committee matters of a general nature, for example, references on the use of House records in the courts and on the issue of public interest immunity.
The procedure for raising and dealing with questions of privilege and details of the functions and procedures of the committee are discussed in detail in Chapter 19 (PDF 297KB) - Parliamentary privilege in House of Representatives Practice, 5th ed., Department of the House of Representatives, Canberra, 2005.

The Committee of Privileges of the Tamil Nadu Legislature Assembly is an elected Committee including representatives of the Opposition.
The first issue of Breach of Privilege relates to the blatant attempt to influence the conduct of an important member of the House, namely, the Honourable Chief Minister, within the Assembly by the use of all kinds of abusive and intemperate language while the Honourable Chief Minister was discharging her duties in the House.
This is undoubtedly casting aspersions on the integrity of the Committee and the House.

My recommendation to the committee is that each item be dealt with separately, that the opportunity for opening statements be accorded to the minister and/or government representative and the opposition critic, and that the committee then proceed with questions and comments and consideration of the matter.
Kowalski, let me remind the committee, in proper decorum and proper debate there is a process whereby the recognized speaker is allowed to speak and make their case, then the person that is the respondent to make their case, and then the next person is recognized.
Kowalski, this committee that is indicated by this motion that the recommendation would be coming from, and it would also be recommended that this committee be the committee that would do the hearings.

 Senate Privileges Committee
Two years later, the Committee of Privileges appears to recognise the futility of classing all unauthorised disclosures as contempts and now is attempting to distinguish those disclosures that may interfere with the work of committees from those that do not.
Members of the Committee surely do not envisage a world in which it is the duty of media organisations to ignore received information until it is published elsewhere or until there has been an official release.
It is clear from Committee of Privileges and the recent Senate discussion that Senators recognise the source of unauthorised leaks: members of the committee that sprung the leak.

 CT Law Revision Commission - Statutory Privileges Study Committee, Invitation to Comment
The study is to include a draft bill of revised statutory privileges to be submitted to the General Assembly in the 2000 legislative session.
The mission of the Study Committee is to revise the present general statutes to move key privilege statutes to one location and to adopt uniform language within the privilege sections.
Presently, the various privilege sections use different phraseology to confer the intended privilege and are inconsistent in addressing related matters, such as waiver of or exceptions to each privilege.

 The Congressional Committee System -- Historical Overview
Committees were given 4 years to phase in the new staffing arrangement, and in February of 1981 the Committee on Rules and Administration reported that all committees were in compliance.
The Senate instructed the committee ``to conduct a thorough study of the Senate committee system.'' Such study was to address diverse aspects of the system including: (1) committee jurisdictions, sizes, rules and procedures, and staffing and facilities; (2) the number of committees and subcommittees; and (3) media coverage of meetings.
Further, the Rules Committee determined that problems with the committee system are largely attributable to the sizes of committees and the excessive number of assignments; accordingly, the Committee recommended that the Senate enforce the rules it already has and resist exceptions and waivers to these rules.

Committee members will recall that the Standing Committee on Privileges and Elections had previously met on June 4, 1996, to consider the report.
The committee is required to report to the minister, and the report must be tabled in the House.
The failure of your committee, however, to adopt the majority report without identifying some significant defect in the foundations upon which it is drawn, the conclusions are drawn, would be a failure to respect the process itself, and it is our submission that it is important to the public interest that the process be respected.

 Privileges Committee - Parliament of Victoria
The role of the Privileges Committee is to examine and report to the Legislative Assembly on breaches of Parliamentary privilege.
Matters are referred to the Committee by resolution of the House and involve investigation of possible breaches of privilege.
As well, the Committee is authorised by the Standing Orders of the House to examine and report on complaints made by citizens who believe they have been adversely commented on by a Member or Members in the House during Parliamentary debate.

 CT Law Revision Commission - Statutory Privileges Study Committee, Draft for Comments
The drafting committee chose not to include these privileges in this act, because the committee believes some of the statutory sections granting the privileges are so integral to their surrounding sections that removing them from their current locations would disrupt the continuity of the sections.
The drafting committee deleted the following language found in the foregoing statutes: "consents to waive the privilege and allow such disclosure." The revision reflects the committee's belief that the present language confuses the distinct concepts of a person's consenting to disclosure of confidential communications and the person's waiver of his privilege.
The drafting committee deleted references to "the immediate family," because the term is too ambiguous, and because the victim or victim's estate will be represented by an identifiable legal representative who may have access to the privileged communication.

 Senate committee's meeting on NAB cancelled -DAWN - National; 23 December, 2004
No date was given to the committee members for the next meeting to ascertain if the claims made by the secretary-general of the ruling party, Senator Mushahid Hussain, which refuted allegations of the NAB against his person were true or the stance taken by NAB.
The Senate committee, vested with powers of issuing strictures against government servants, had asked Lt-Gen Munir Hafiez to appear before it on Wednesday and explain the Bureau's position regarding furnishing of what the senators said was wrong information to the Senate.
The senate committee on privileges is headed by a senator of the MQM, a coalition partner in the government.

 Senate committee to summon Musharraf
Ranjha referred to the Senate Standing Committee on Privileges a motion by the Mutahidda Majlis-e-Amal alleging that General Pervez Musharraf, the Senate, National Assembly and the ministry of parliamentary affairs had violated a constitutional provision relating to two money bills.
At the time Ranjha referred the motion to the privileges committee, Ranjha was presiding over the house in the absence of Senate chairman Mohammad mian Soomro who was then holding the charge of Acting President of Pakistan in Musharraf’s absence.
He said the President had bypassed the senate and violated its privilege and that the case must be sent to the standing committee for further investigation.

 Covenant Presbytery Candidates Committee Manual
The purpose of the committee is to promote the enlistment of candidates for the ministry, to make recommendations relating to their examination by Presbytery, to supervise candidates in their training for the ministry of the Gospel of Jesus Christ, and to oversee and administer the Presbytery's internship program.

In its unanimous report the Senate Privileges committee said it did not accept Mr Lee's reasons as to why Mr and Mrs Lindeberg's accounts were closed, and found the credit union's explanation "disingenuous".
The report said the committee was "particularly concerned" that at the following year's annual general meeting, the directors had given advice to disallow discussion about the memberships because the issue was before the Senate Privileges Committee.
However the committee did not support a claim by Mr Lindeberg and Mr O'Neill that the credit union's actions were in retaliation for their giving evidence critical of Mr Lee and Mr Rutherford before the superannuation committee in 1993.

The senate finance committee reviews all of ASUC's financial allocations and votes on financial issues before they are debated on the senate floor.

Doctors of chiropractic shall provide patient evaluation and care for neuro-musculoskeletal conditions including the subluxation complex within the boundaries set by state licensure, VHA privileging and the doctor's ability to demonstrate educational training and clinical competency in the areas necessary to provide appropriate patient care.
Minimum initial privileges, based on the state licensure of the doctor of chiropractic, should include: history taking, neuromusculoskeletal examination and associated physical examination, ordering of standard diagnostic plain film radiologic examinations, determine appropriateness of chiropractic care, provide chiropractic care (adjustment, manipulation/mobilization, manual therapy), manage neuromus-culoskeletal care, referral to appropriate provider.
After the initial annual evaluation, the doctor of chiropractic may request additional privileges, which may be granted by the privileging facility consistent with the needs of the facility and the licensure held by the doctor of chiropractic, upon demonstration of appropriate training and competency.

Rowley said the committee’s report indicated that there was not sufficient evidence to support Sharma’s claim that he was beaten by him “and therefore the committee should have found him in contempt for misleading the Parliament in the way that he did.”
The committee found that there was not enough evidence to conclude that Rowley had physically assaulted Sharma in the Parliament tearoom on September, 15, 2004.
