Hawai`i entered the decade of the 1890s as a kingdom and emerged from it as a Territory of the United States, with a provisional government and a republic in between.
A 13-member Committee of Safety was chosen to plan the overthrow of the queen and the establishment of a provisional government.
The new American minister in Hawai`i, Albert Willis, expressed to the queen the president's regret that the unauthorized intervention of the United States had caused her to surrender her sovereignty, and his hope that the wrong done to her and her people might be redressed.

A Committee of Safety was appointed at a public meeting, which formed a provisional government and reorganized the volunteer military companies, which had been disbanded in 1890.
On the 17th the Committee of Safety took possession of the government building, and issued a proclamation declaring a monarchy to be abrogated, and establishing a provisional government.
Hawaii was formally annexed by a joint resolution of Congress shortly thereafter.

Even though a bill approving prescriptive authority (RxP) for psychologists in Hawaii did not make it out of a key committee in the state legislature this year, supporters say the legislation made the most progress it’s ever made, setting the stage for what they hope is eventual passage.
The resolution calls for the Hawaii Legislative Reference Bureau to study the curriculum and safety issues associated with granting psychologists the authority to prescribe psychotropic medication.

The matter was referred by Cleveland to Congress after Sanford Dole refused Cleveland's demands, and the U.S. Senate held a further investigation, culminating in the Morgan Report [1], which completely exonerated the U.S. from any involvement in the overthrow.
After the findings of this committee were submitted, Cleveland reversed his position, and accepted the Provisional Government as legitimate, and rebuffed further requests from the queen to interfere in the matter.

 KEY SENATE COMMITTEE APPROVES NEARLY $20 MILLION FOR HAWAII AGRICULTURE INITIATIVES
The Hawaii initiatives, including $5.4 million for the construction of the U.S. Pacific Basin Agriculture Resource Center's laboratory at the University of Hawaii at Hilo's Technology Park and $400,000 for research, are part of the Fiscal Year 2004 Department of Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill.
