  Committee Activities
The Committee of the Whole House is a committee of the House on which all Representatives serve and which meets in the House Chamber for the consideration of measures from the Union calendar.
When the Committee rises after not having resolved the matter committed to it, that bill is carried on the calendar as "unfinished business of the Committee of the Whole" until consideration has been finally completed.
Select committees usually are established by a separate resolution of the parent chamber, sometimes to conduct investigations and studies, sometimes to consider measures.

When the committee is through with the consideration of the subject referred to it, or if it wishes to adjourn, or to have the assembly limit debate, a motion is made that “the committee rise and report,” etc., specifying the result of its proceedings.
If the committee has failed to come to a conclusion, strike out of the report all after “and has” and insert “come to no conclusion thereon.” If no amendments are reported, the chair at once states the question on the resolution or other matter referred to the committee.
In large assemblies the secretary vacates his chair, which is occupied by the chairman of the committee, and the assistant secretary acts as secretary of the committee.

A Committee of the Whole is a committee composed of the entire membership of one of the Houses.

Committee minutes are valuable as legislative history only to the extent that it is established that they accurately reflect the committee's action and consensus.
Since interim committee minutes are prepared in the form of a summary or recap rather than as a verbatim transcript, it is especially important that at each meeting the committee vote to approve (or if need be correct) the minutes of the previous meeting as constituting an accurate record.

Though the British House of Commons experimented with huge committees from the first parliament of James I, which convened 19 March 1603; the first recorded use of a Committee of the Whole House occurred in the House of Lords, NOT the House of Commons, on 1 December 1606.
Committees of the whole are the authors of our liberties, which we enjoy under limited governments--governments necessarily having to be bound down by law, in order for there to be any room, any "space," for the liberties of their people.

Normally the House is resolved into the Committee of the Whole when, pursuant to a special rule, the Speaker declares the House resolved into the Committee of the Whole, in which case the resolving action is automatic and no vote is put to the Members.
The second less common way is when the manager of the bill moves that the House resolve itself into the Committee of the Whole (by authority of the standing rules in the case of a privileged matter such as an appropriations bill), in which case the motion is put to the Members.
Once the House has resolved into the Committee of the Whole to consider a particular measure, the parliamentary conduct of the Committee is dictated by the special rule previously adopted (see Section IX, “Special Rules For Major Bills”;) as well as general House Rules.
