		The committee said it is "very concerned" that nearly 26 million, or $31 million - 16 percent of the 163 million spent on interpretation - is used to hire translators who are on call or sitting idle.
		The draft report from the Parliament's budgetary control committee notes that the cost for interpreting 20 languages in a one- day meeting can be as high as 118,000, compared with 6,000 to 9,000 for three languages.
		The budgetary control committee's report notes that the Parliament's cumbersome triple location in Brussels, Strasbourg and Luxembourg is raising the cost of interpretation.

		The Budgetary Control Committee has an authority under the EU treaties to approve or reject the accounts of any European institution for a particular year.
		This regrets the Council's failure to address questions relating to budgetary aspects of the CFSP and calls for it to be subject to the same level of scrutiny as other institutions.
		This amendment is expected to be adopted by committee in March and by plenary in April.

		The members of this committee have special authority since they are able to operate close to the ministers and to public audit services that they deem important.
		The Economic and Financial Affairs Committee examines and approves the budget proposal established by the parliamentary administrators with the consent of the office, before it is submitted to the parliament.
		The Committee is responsible for controlling the accounting and management of the funds allocated to national assembly spending, as provided by the accountancy bylaw.

	EUROPA - European Union institutions and other bodies - European Parliament
		Parliamentary committee meetings and any additional plenary sessions are held in Brussels (Belgium), whilst Luxembourg is home to the administrative offices (the "General Secretariat").

		It asked that no limit be put at the right of the Budgetary Control Committee to subpoena whom it wishes, including the President of the Commission himself.

		The resignation of the 20 Commissioners came after the European Parliament's Committee on Budgetary Control had pinpointed irregularities in the awarding of contracts to outside firms and the Commission had failed to respond to these findings promptly and adequately.
		Despite this, in 2003 following investigations and hearings by Parliament's Budgetary Control Committee, the Commission was forced to admit that serious irregularities had occurred at its statistics office Eurostat and to take drastic measures to set things right.

		The Senate technology committee was originally set up under Senate President John Hainkel to study and make recommendations to the Joint Legislative Budgetary Control Committee on the software and hardware upgrades needed by the House and Senate.
		As a result, the leadership of both House and Senate approved a three year plan which included replacing dial-up modems in the legislators district offices, converting from Windows 95 to Windows XP, changing out the server and implementing LIMS (legislative information management system) for the legislative staff.

	Whistlebowing in European Union - Spectrezine 6th September 2003
		On 19 March 2003 Robert McCoy, Internal Auditor of the Committee of the Regions and former Financial Controller there, blew the whistle in a Cocobu meeting.
		McCoy's claims focussed on travel expenses and the systemic absence of supporting documents.
		In July, President Fabra Vallés of the European Court of Auditors wrote to President Bore of the Committee of the Regions, to reassure him that McCoy's allegations had been found to be unsubstantiated.
