European Parliament - Wikipedia, the free encyclopedia
Remaining policy areas fall under either the assent procedure or (in a very few cases) the consultation procedure; under the former Parliament has power to veto but not formally amend proposals, while under the latter it has only a formal right to be consulted.
The European Parliament controls the EU budget, which must be approved by the Council in order to become law.
Thus the European Parliament is sometimes informally referred to as the 'Strasbourg Parliament' and Strasbourg as the democratic (opposed to bureaucratic) capital of Europe.

 COMMITTEE CHAIRMAN'S HANDBOOK
Committees which elect co-chairmen are urged to designate one of the two co-chairs to handle administrative matters, e.g., signing vouchers, serving as the point of contact for staff in arranging meetings, etc. 3.
On a related note, committees should be especially wary of requests late in the year from individual legislators (seeking added impetus for their personal bills) to take over sponsorship of bills which have not been the subject of committee study.
Since interim committee minutes are prepared in the form of a summary or recap rather than as a verbatim transcript, it is especially important that at each meeting the committee vote to approve (or if need be correct) the minutes of the previous meeting as constituting an accurate record.

If, by the last quarter of the year, the chair of a committee is not in a position to tell this committee what budget is required for the remainder of that fiscal year, then I would suggest that the chair is not managing the committee very well.
This is a legislature, not a business, and the committees have a life of their own and they move according to the tempo of the legislation and the work of the house.
