The Committee recommends that the Minister of Fisheries and Oceans use his or her authority to conserve and protect fish and their habitat under section 43 of the Fisheries Act to issue regulations prohibiting the sale and trade of live grass, bighead, silver and fl carp in Canada.
The Committee recommends that the federal government, through the Department of Fisheries and Oceans, provide financial support to the Ontario Federation of Anglers and Hunters (OFAH) to help fund its aquatic invasive species education initiatives in the province of Ontario.
The Committee recommends that the Minister of Fisheries and Oceans as the minister responsible for coordinating federal actions relating to aquatic invasive species, submit a report once a year to Parliament, and that this report be referred to the Standing Committee on Fisheries and Oceans for scrutiny and report to Parliament by the Committee.

  Government Response to the Standing Committee on Fisheries and Oceans
The Committee recommends that, where local agreements can be reached to make room for new aboriginal entrants by fishermen each voluntarily giving up a portion of their quota of lobster traps, in a manner that does not increase the overall fishing effort, the federal government should support those agreements.
It is the cornerstone of the vision of today’s commercial fishery: a fishery that is sustainable, viable and self-reliant.
The Committee recommends that, as licences are transferred to aboriginal groups, particularly in the lobster fishery, a way must be found to prevent excessive localized fishing effort in order to avoid adversely affecting the health of stocks, particularly in sensitive areas such as spawning and nursery grounds.

In the spring of 2003 the committee sent a letter of environmental concern to Governor Murkowski regarding his proposed transfer of habitat permitting responsibilities from the Alaska Department of Fish and Game to the Department of Natural Resources.

Since the presentation of its report in 2003, the Standing Committee on Fisheries and Oceans held hearings during the 3rd Session of the 37th Parliament on the subject of Aquatic Invasive Species in May 2004, to obtain an update on actions of the Government of Canada.
That the Minister of Fisheries and Oceans as the minister responsible for coordinating federal actions relating to aquatic invasive species, submit a report once a year to Parliament, and that this report be referred to the Standing Committee on Fisheries and Oceans for scrutiny and report to Parliament by the Committee.
Similarly, the Committee is also concerned by the fact, noted by the Commissioner of the Environment and Sustainable Development on 21 April 2005, that the Department of Fisheries and Oceans failed to address the issue of Aquatic Invasive Species in its recently tabled Sustainable Development Strategy.

 Coasts and the Sea - Fisheries
A review of the Fisheries Act 1982 is underway, with the aim of updating the legislation to reflect contemporary management practices and provide for an ecosystem based approach to fisheries management.
Our fisheries must be cautiously managed to ensure that commercial and recreational fisheries remain sustainable and that marine biodiversity is not adversely affected by overfishing or damaging habitats through fishing practices.
A risk assessment of sustainable fishing practices is also being conducted during the development of the fishery management plan, using Ecologically Sustainable Development (ESD) principles established in the Standing Committee for Fisheries and Agriculture ESD Guidelines for Wild Capture Fisheries.

Yet while more advanced fisheries management practices are being more widely used worldwide, the presentation added, many fish stocks continue to be either fully- or over-exploited, as described in a new FAO report launched yesterday, The State of World Fisheries and Aquaculture.
According to an FAO report to be presented tomorrow, deep-sea fisheries resources are particularly vulnerable to over-exploitation due to their low productivity -- the fish reproduce slowly and take a long time to grow to maturity.
