On the responsibility of international organizations, he said articles concerning the circumstances precluding wrongfulness closely followed the draft articles on state responsibility.  However, his delegation shared the doubts of others concerning such conformity and it was important to consider differences among international organizations.
She said that, as currently written, draft article 28 (international responsibility in case of provision of competence to an international organization), seemed to have considerable scope; in her view, a tighter framework would be desirable in defining the responsibility of a member state of the organization.
On the first question from the Commission, she said the position of Belarus was that compensation for the damage should be considered as a consequence of a commitment of an internationally wrongful act, and as an establishment of responsibility.

Finland’s speaker said that to effectively meet the challenges of global trade in the twenty-first century, particular attention should be paid to enhancing the legal framework of international trade in developing countries.
Assisting governments in the implementation of international trade law was one of the main functions of the UNCITRAL secretariat, he said.

The House of Commons Standing Committee on International Trade met yesterday — a rare summer sitting — to hear evidence on the softwood lumber deal agreed to between Canada and the U.S. on July 1.
This was meeting No. 16 of the committee and I expect to see the Blues (the early rough transcripts of the proceedings) tomorrow or the next day.
At this meeting, the committee talked about who, in addition to Emerson, should testify at yesterday’s meeting and they also talked about who should testify at another meeting this group will have in a couple of weeks.

 Senate Committee Approves China Trade Legislation
The Senate Finance Committee, on which Grassley serves as chairman of the International Trade Subcommittee, voted 18 to 1 in favor of the measure.
It was in September 1946 when the United States helped establish the Preparatory Committee on the Havana Charter, which was supposed to then set up the International Trade Organization.
The International Trade Organization was never established, largely due to opposition from this committee, so instead we set up the GATT, the General Agreement on Tariffs and Trade.

 Opposition opens up Central American trade deal
In an effort to ensure that the protection of labour and human rights are built into a free trade agreement being negotiated with four Central American countries, the Standing Committee on International Trade passed a resolution last week calling for the disclosure of all agreement draft texts and Canadian negotiating proposals.
The NDP trade critic calls for public disclosure of a trade agreement with four central American countries, but the committee chair says the resolution prejudges the witnesses.
Benoit said the motion is worded in such a way that it requires the committee itself to disclose the information, which it doesn’t have, and which he says the government couldn’t do anyways without permission from the other four countries.

The World Trade Organization (WTO) is considering a series of proposals to include higher education as one of its concerns, ensuring that the import and export of higher education be subject to the complex rules and legal arrangements of the WTO protocols and free of most restrictions.
In the United States, the National Committee for International Trade in Education and a group of mainly for-profit education providers are supporting this initiative.
The implications for higher education are immense, not only because of a new set of international regulations but because the university will be defined in an entirely new way: the overriding goal of GATS and the WTO is to guarantee market access to educational products and institutions of all kinds.

The Assembly on Federal Issues (AFI) meeting was held from April 16-18, 1998 in Washington, D.C. Twenty members and alternates of the AFI Agriculture and International Trade committee participated in the meeting.

According to the United States Department of Commerce, the number of small business exporters tripled between 1987 and 1997 and the fastest growing segment of the exporting community is found in businesses of fewer than 20 employees.
Trade Promotion Authority, referred to as TPA, would authorize the President to negotiate trade agreements on behalf of the United States while still retaining Congress' authority to give final approval to the agreements.
