The Commonwealth Business Council (CBC) was formed at the Edinburgh CHOGM in 1997.
Commonwealth countries are major stakeholders in the process and success of the Doha Development Agenda.
CBC’s trade development objectives include encouraging trade facilitation and further liberalisation of services; encouraging developing countries to play an active role in the WTO, and in new trade rounds, by maximising their negotiating strength through cooperative action.

CBC’s aim was two fold: one was to see that Commonwealth countries adopt market economy policies so that they can open up their market to private sector.
The first and most important objective for CBC is the economic empowerment of the people that can be achieved if most of the countries have higher economic growth rate but that for us can only be achieved by increasing the role of the private sector.
It was their core business probably 20 years ago because that time it was creating a capacity but it is not the case now.

I suspect most of you know that CBC has been going since the CHOGM in Edinburgh some four and a half years ago when we were asked to provide the link between the business across the Commonwealth and Governments.
We were asked to find ways of increasing trade and investment between Commonwealth countries and to create a dialogue between Governments and companies of all sizes and all shapes from across the Commonwealth to try and get both to work together, to try and make more happen.
We have said that the business council, probably along with the Commonwealth secretariat, ought to be able to facilitate that sort of peer review.

The Commonwealth Ministerial Action Group should be asked to review the human rights situation in both countries (as well as political and constitutional issues), establish clear benchmarks for improvements, and identify new strategies to promote change.
Commonwealth members should also ensure that both countries are not re-elected to the United Nations Commission on Human Rights unless substantial progress is made (Pakistan will need to seek re-election in 2004 and Zimbabwe in 2005).
Commonwealth countries, given their commitment to promote human rights, are in a position to help focus the debate on what governments can do to halt and prevent the misuse of small arms.
