Heads of Government noted that the holding by the same person of the offices of Head of State and Chief of Army Staff is incompatible with the basic principles of democracy and the spirit of the Harare Commonwealth principles.
Heads of Government further expressed their deep concern at the recruitment and use of children in armed conflict by armed forces and groups and urged member states to take measures to ensure accountability by those responsible for abuse against children and to prohibit and criminalise such practices and assist those affected children.
Heads of Government urged member countries to conduct open, transparent and inclusive negotiations to be completed as soon as possible during the sixtieth session of the UN General Assembly with the aim of establishing the mandate, modalities, functions, size, composition, membership, working methods and procedures of the Council.

In the Commonwealth of Nations, a High Commissioner is the senior diplomatic envoy of one Commonwealth Government to another.
As many Commonwealth members share the same head of state ( Queen Elizabeth II), Commonwealth diplomatic relations are technically at a governmental level, and Commonwealth Governments thus do not appoint ambassadors, who are the representatives of one head of state to another.
From as early as the 1930s, some Commonwealth members have indicated a preference for the title to be replaced with that of ambassador, but over the years whenever the issue has been raised a majority of members has been in favour of keeping the separate title and status of High Commissioner.

The Commonwealth Heads of Government Meeting (CHOGM) is a biennial meeting of the heads of government from all Commonwealth nations.
The Commonwealth has grown increasingly large in recent years (it now has over 40 members) and as a result is becoming an increasingly difficult forum to establish any sort of political consensus in.
This is unpopular with non-African member states, who resent the exclusion of discussing the affairs of their regions, but also with the African states themselves, many of whom view still view the Commonwealth as a neo-colonial, organization dominated by a " White Commonwealth ".

26 Heads of Government expressed satisfaction at the recent meeting between the foreign Ministers of Guyana and Venezuela with the UN Secretary-General noting that it was a positive indication of the continued commitment by both Guyana and Venezuela to discussions under the aegis of the UN Secretary-General aimed at the peaceful solution of the controversy.
Heads of Government recognized that travel advisories associated with the threat of terrorism have a negative impact on the economies of a number of member states, including the loss of tourism revenue and the burden of increased costs of implementing new security measures.
Heads of Government commended the Commonwealth Secretariat for the work done on small states, particularly in implementing the recommendations of the 2000 Commonwealth Secretariat/World Bank Joint Task Force on Small States and the new Agenda for Commonwealth Work on small states, which was endorsed by them at their last meeting in Coolum in 2002.

Leaders of Commonwealth countries, including President Obasanjo of Nigeria and President Muluzi of Malawi, have welcomed the Jubilee 2000 call for an extraordinary summit in Africa between G7 leaders and leaders of the Highly Indebted Countries.
Governments in highly indebted nations are acutely aware of the continuing impact of debt on government budgets, but have been cautious in pushing for more debt relief.
Outside the CHOGM meeting, Jubilee 2000 South Africa linked up with the Commonwealth Children's group and marched through the streets of Durban to call on the leaders of Third World Commonwealth countries to be more proactive in ending the debt slavery of the South.
