It was the overwhelming finding of the Commonwealth Observer Group and that’s why we have this situation that the conclusion of that Group was that the election was fraudulent and in those circumstances we took the view that there should be a suspension pending responses to the things that we agreed upon.
They were given a mandate by the last meeting at the Commonwealth, and that mandate was to deal with the Zimbabwe situation against the background of the Commonwealth Observer Group.
In those circumstances, I will be arguing to the other members of the Commonwealth that we should simply preserve the status quo until December of this year when the matter can be thrashed out at a full meeting.

As Derek Ingram writes in his 1997 report on the Secretariat’s information program, “The greatest obstacle still to be overcome in the Commonwealth is the mind-set that the Commonwealth is a relic of empire, and that it remains a British Commonwealth.
For most people the Commonwealth is a blur.” An article in Currents by Kim Campbell, after her short stint as Prime Minister of Canada in 1984 and after the Commonwealth Games had taken place in her own province of British Columbia, bears this out.
It says of the Secretariat that “its staff and functions should be left to expand pragmatically in the light of experience, subject always to the approval of Governments”.

In 1973 the National Council in Canada of the Royal Commonwealth Society in a letter to Prime Minister Pierre Elliot Trudeau suggested that the idea of Commonwealth Day to be observed simultaneously throughout the Commonwealth be included on the agenda for the Heads of Government Meeting to be held in Ottawa that year.
At that time the heads of Government agreed that the Commonwealth Secretariat be asked to select a date for such an observance that would not have any untoward historical connotations.
The celebration of Commonwealth Day entails no uniform manner of observance of Commonwealth Day upon member countries, it being left to each country to mark that day as it considers suitable.
