The city of Luxembourg (German: Luxemburg, Luxembourgish: Lëtzebuerg), population 82,268 (2002), is the capital of the Grand Duchy of Luxembourg.
By the 16th century, Luxembourg was one of the strongest fortifications in Europe.
The city is the seat of a university, Radio Luxembourg, and several institutions of the European Union, including the European Court of Justice, the secretary general of the European Parliament, the European Court of Auditors and the European Investment Bank, the preponderance of which are located in the area of the city known as Kirchberg.

Communal councillors are elected every six years by two different forms of ballot: by a majority ballot in communes with less than 3,000 inhabitants (an individual vote with no lists of parties or groups) or by a proportional ballot in communes with over 3,000 inhabitants (a vote for lists of parties or groups).
Communal authority is exercised by the communal council, the board of burgomasters and aldermen or the burgomaster alone.
Supervision of communal management is regulated by statute, and certain acts of communal bodies may have to be submitted for approval to the supervisory authority and even be annulled or suspended if they are unlawful or incompatible with the public interest, without prejudice to the responsibilities of the judicial or administrative courts.

Since legislation requiring people to register their change of address with the Communal Authorities was only introduced in 1875, research pre-dating that time often proves to be extremely difficult.
It is however only as of 1876 that the local Communal Administrations have started to communicate to the Superior Authority the names, christian names, number of individuals by gender, destination / origin of those who have registered their change of domicile.

On rappellera simplement que le seuil de 9 000 correspondait jusqu'en 1959 à une logique puisqu'à cette époque les communes de moins de 9 000 habitants élisaient leur conseil municipal au scrutin majoritaire alors que, dans les autres communes, les conseillers étaient désignés à la représentation proportionnelle.
Ainsi, les communes de moins de 1 000 habitants qui représentent actuellement 16,5 % de la population française, regroupent 30,9 % de l'ensemble des délégués.
