Under UN supervision the last Serb-held enclave in eastern Slavonia was returned to Croatia in 1998.

Several peace groups now had the means to communicate by Email, but the local BBS's were not able to fulfill their role to pass on the messages.
The Email networks --Association for Progressive Communication (APC), the ComLink network(CL), the Z-Netz have been very helpful be providing the infrastructure for the transport of the Email and have either reduced their fees or offered their services for free.
