  Goal: Communicative Competence
Language teaching in the United States is based on the idea that the goal of language acquisition is communicative competence: the ability to use the language correctly and appropriately to accomplish communication goals.
The desired outcome of the language learning process is the ability to communicate competently, not the ability to use the language exactly as a native speaker does.
Communicative competence is made up of four competence areas: linguistic, sociolinguistic, discourse, and strategic.

Communicative teaching is guided by the model put forward first by Canale and Swain in 1980 and revised by Canale in 1983.
All four competencies are tested integratively in the writing and speaking sections, where the candidates need to produce language typically used in everyday contexts.
A candidate also has the opportunity to demonstrate his or her strategic competence in the oral interview; here strategic competence is essential for maintaining the flow of communication when the candidate lacks a particular word or phrase, or needs to ask for clarification.

 YAACK: Advancing communicative competence
A "dictionary" in which communicative behaviors and actions by the child, the situations in which they typically occur, and what the response should be are all written down can help different partners coordinate their interactions with the child (Reichle, 1997).
The child is taught to communicate with gestures that are self-developed and already a part of the child’s repertoire of behaviors.
The only way for a child to learn the power of communication, and the necessity to use it accurately, is by experiencing the consequences of his or her choices (Beukelman & Mirenda, 1992).

Linguistic and Communicative Competence « PPI India - Perhimpunan Pelajar Indonesia di India
Communicative competence, indeed, includes the whole of linguistics competence plus the whole of the amorphous (indefinite shape or form) range of facts included under socio-linguistic pragmatic competence (the rules and conventions for using language items in context and other factors like attitudes, values, and motivation.
Chomsky believes that linguistic competence can be separated from the rest of communicative competence and studied in isolation but socio-linguist, like Dell Hymes believes that the notion of linguistic competence is unreal and that no significant progress in linguistics is possible without studying forms along with the ways in which they are used.
In addition to this, basicall the linguistic competence falls under the domaint of communicative competence because communicative competence is made up of four competence areas including linguistic, sociolinguistic, discourse, and strategic.

NIH Guide: COMMUNICATIVE COMPETENCE OF USERS OF AUGMENTATIVE AND ALTERNATIVE COMMUNICATION (AAC) SYSTEMS
Such research may lead to a better understanding of the impact of AAC on the development or restoration of communicative competence of individuals with the severe communication difficulties commonly seen in association with developmental or acquired disorders, such as brain injury, and diseases or disorders affecting the oral motor system.
Communication and language development studies of children using augmentative communication have centered largely on alternative modes of communication used in conjunction with specific instructional approaches.
The systematic identification of the communicative variables that affect perceptions of communicative competence of AAC users from both the social and personal perspectives, may be a first step.

 Knowledge, Competence And Communication
Strategic competence consists of verbal and non-verbal strategies of communication that may be employed to compensate for communication breakdown attributable to “performance variables or to insufficient competence.” Communication strategies are of two kinds: those that are relevant, mainly to grammatical competence and those that relate more to socio - linguistic competence.
They state that one of the many aspects of communicative competence which must be investigated, more rigorously, before a communicative approach can be implemented fully in the areas of second language teaching and testing is: development of administratively feasible classroom activities that can be used to encourage meaningful action in target language use.
Chomsky’s view of communication, which is linked, inextricably to, and derived logically from, his pronouncements about knowledge, creativity and freedom from repressive authority, contrasts sharply with views about the purposeful nature of language.

Asian EFL Journal: English Language Teaching and Research Articles
Hymes` justifications for his development of the theory of communicative competence discussed so far are based on the language problems of disadvantaged children, communication capacity of normal children, the study of ethnography of symbolic forms, noncognitive factors such as motivation, cognitive, affective and volitive factors and educational practice.
Hymes` other motive for his development of the theory of communicative competence on the criticism that Chomsky`s linguistic competence is a limitation in perspective is his consideration that the acquisition of competence for use can be stated in the same way as the acquisition of competence for grammar.
There is, however, good evidence that competence for use is not part of the same developmental matrix as competence for grammar and that the acquisition of the competence for use cannot be stated in the same terms as acquisition of competence for grammar.

 Kitao & Kitao-Testing Communicative Competence (I-TESL-J)
Communicative language tests are intended to be a measure of how the testees are able to use language in real life situations.
However, it is less communicative than one in which the testees are face- to-face with the interlocutor (rather than listening to a tape) and are required to produce an appropriate response.
Communicative language tests are those which make an effort to test language in a way that reflects the way that language is used in real communication.

A Preliminary Study of the Nature of Communicative Competence
Accordingly, a schema was devised for the systematic elicitation of academic communicative language performance, and this schema was applied in the assessment of the 79 adult, English-as-a-second-language students who were chosen for the study.
In all, 158 hours of video-recorded language-interaction episodes and 12 communicative writing samples were gathered by trained interlocutors, and observations on 40 communicative competence variables (21 in an oral modality, and 19 in a written modality, of which 18 in each modality are reported here) were rated by trained evaluators.
In turn, these competency domains were investigated for their relation to components of language proficiency as assessed by the TOEFL, TSE, and TWE tests.

An outline is provided of the contents and boundaries of three areas of competence, or systems of knowledge, that are to be minimally included in a theory of communicative competence: grammatical competence, sociolinguistic competence, and strategic competence.
Sociolinguistic competence includes sociocultural rules for determining the social meaning and appropriateness of a single sentence or utterance; it also includes discourse rules for determining the cohesion and coherence of groups of utterances.
Strategic competence is composed of verbal and nonverbal communicative strategies that are used to compensate for breakdowns in communication due to performance factors or to insufficient grammatical or sociolinguistic competence.

On this view of “real communication” the dialogue, as a language teaching device, must be superseded as it belongs to the realm of the prepackaged structured presentation of the oral language.
As H. Stern observes, communicative competence “no doubt implies linguistic competence,” but also “further suggests that language teaching recognizes a social, interpersonal, and cultural dimension and attributes to it just as much importance as to the grammatical and phonological aspect” (Stern 229).
Granted, authentic communication is not prepackaged; however, given a certain set of variables—such as specific notions and functions—the exchanges between people can be traced to reflect specific semantic patterns and it is within these parameters that they can be predicted.
