The origins of the Communist International are to be found in the split in the workers' movement that surfaced in 1914 with the beginning of the First World War, although divisions between revolutionary and reformist minded elements had been developing for some considerable time.
For a party to join the Comintern, it had to accept the Twenty-one Conditions, which were intended to delimit revolutionary communists from the reformist and centrist forces which sought to join the Comintern in the wake of the success of the Russian revolution.
In particular, they saw the calamitous defeat of the communist movement in Germany (at the hands of the Nazis) as evidence that the Comintern was effectively irrelevant and fully under Stalin's control.

The Congress also urged the workers of all countries to support Soviet Russia and demanded from the Entente non-interference in the internal affairs of the Soviet republic, withdrawal of interventionist troops from her territory, recognition of the Soviet state, lifting of the economic blockade and restoration of trade relations.
After 23 years of annual Congresses, in 1943 the Communist International was dissolved by Stalin.
According to the definition of Communist set out by Marx and Engels, supported fully by Lenin (the founder of the Communist International), Stalin's dissolution of the International was one of the most clear and explicit violations of what a Communist is.

 Conditions of admission to the Communist International, 1920
The Communist International is threatened by the danger of being watered down by elements characterized by vacillation and half measures, forces which have not yet finally discarded the ideology of the Second International.
The parties that wish to belong to the Communist International have the obligation of recognizing the necessity of a complete break with reformism and 'centrist' politics and of spreading this break among the widest possible circles of their party members.
In the process the Communist International and its Executive Committee must, of course, in the whole of its activity, take into account the differing conditions under which the individual Parties have to fight and work, and only take generally binding decisions in cases where such decisions are possible.
