Community health services, or CHS, is Minnesota’s name for the organization of state and local public health departments into a system for promoting and protecting the health of the public.
Recognizing that local communities often are more aware of local threats to their communities' health than the state, and better suited to address specific issues, the original State Board of Health encouraged communities to create local boards of health.
The responsibilities of these boards were three-fold: 1) to assess the health of their community, including reporting live births and local causes of death and disease; 2) to develop policies to limit the spread of communicable disease; and 3) to assure sanitary conditions conducive to a healthy community.

Before the 1940s, most research on health services was done in the United States largely by statisticians, economists, and physicians employed by government agencies and private associations or by the staff of commissions financed by private foundations.
As attention shifted to questions pertaining to the effects of modes of health services organi- zation on utilization, comparative studies of rates of hospitalization under solo practice, fee-for-service arrangements versus prepaid group practices were done, showing the now familiar pattern of lower use of inpatient services by populations enrolled in prepaid group practices.
Subspecialties in health economics and medical sociology had developed and were producing their first generations of researchers with concentrations on aspects of personal health services.

Authorizations in a broad mental health care program passed in 1963 included $126 million to fund facilities for the mentally disabled and $150 million to fund facilities for the mentally ill. The bill also provided funds for students training to educate or provide medical care for either group of patients.
The Mental Health Centers Act Amendments of 1965 authorized the Secretary of Health, Education, and Welfare (HEW) to offer grants to mental health centers for the direct payment of their employees, although these grants would be phased out over the four years and three months after enactment.
The new amendments increased federal funding for the construction of mental health facilities and raised the maximum federal share in each of these projects from two thirds to 90 percent of total costs.
