It was expected that had this policy not been adopted during the 1940s and 1950s the area now perceived as the commuter belt would have been fully urbanized by about 1980, and the administrative boundaries of Greater London might well have been more extensive.

As the outward growth of London was seen to be firmly repressed, residents owning properties further from the built-up area also campaigned for this policy of urban restraint, partly to safeguard their own investments but often invoking an idealised scenic/rustic argument which laid the blame for most social ills upon urban influences.
The introduction of green belts was the culmination of over 50 years of environmentalist pressure with roots in the Garden Cities Movement and widespread academic interest in combating urban sprawl and ribbon development, as well as pressure from campaign groups such as the Campaign to Protect Rural England (CPRE).

 Timing belt in stead of chain
The problems with belt systems -- even as a timing chain -- is the loss of efficiency, noting that even with a notched belt (ala Harley) you must still achieve a lot of tension between the pulleys to prevent slippage under loads and in all weather conditions.
You may be assuming that the belt would transfer force by means of friction between the belt and pulley, in which case I would agree with your assertions of efficiency losses and potential BB damage due to excessive tension.
While spline-drive belt and pulley systems require less tension and are more efficient, there still needs to be a lot more tension than what is required for a chain drive which despite it's shortcomings deals with all of the environmental rigors and current bicycle frame design constraints quite well.

As for the complaints about belts-the main problem: they are not as efficent as a chain drive, at least a clean chain drive.
Alot of cruisers are belt driven and a few tourers also run belts or shafts, and Buell runs belts on all their bikes.
Belts don't make the best devices because at weight, the thing would be flimsy and at stiffness, that thing would probably weigh a ton.

FORT WORTH, Texas -- With the Trinity Railway Express commuter train up and running on the Rock Island line, regional transportation officials are looking at adding commuter rail service on the Cotton Belt line from the Fort Worth Stockyards through Northeast Tarrant County to Addison, the Fort Worth Star-Telegram reports.
An early idea for the Cotton Belt in Tarrant County would be an operation by DART and the T, similar to the Trinity Railway Express.
Having a Cotton Belt station in North Richland Hills would go a long way toward advancing the new urbanism concepts of projects such as North Richland Hills Town Center, which would emphasize rail access to 5,000 homes, 5,000 jobs and a bevy of recreational opportunities.
