The government of a whole nation, as distinguished form that of a local or territorial division of the nation, and also as distinguished form that of a league or confederation.
A federal government is distinguished from a national government by its being the government of a community of independent and sovereign states, united by compact.
Since the Constitution is a compact between the several States, and the federal government is not a party, but the result of that compact, it lacks the authority to define the extent of the powers delegated to it by the States.

Upon the thirteenth anniversary of the effective date of this Compact, the Government of the United States and the Governments of the Marshall Islands and the Federated States of Micronesia shall commence negotiations regarding those provisions of this Compact which expire on the fifteenth anniversary of its effective date.

Taylor in the Virginia legislature in 1798, it was resolved, "that this assembly doth explicitly and peremptorily declare, that it views the powers of the federal government as resulting from the compact, to which the states are parties." See Dane's Appendix, p 17.
