Bowlers will not be able to ‘learn’ how to deliberately bowl with a 15 degree straightening of the elbow; it is a natural effect created by body forces in delivery.
However, if a bowler exceeds 15 degrees when bowling a specific type of delivery but the rest of his repertoire is legal, he can be given a warning that would allow him to play but at the risk of further reporting if he chose to bowl the suspect delivery.

A medium pace bowler bowls somewhat more slowly and will often have some other weapon in their bowling arsenal rather than relying on speed.
This might take the form of being able to swing the ball in the air or disguise the speed or length of his or her delivery to fool the batsman.
Generally spin bowlers give up the most runs but they all have "tricks" that they use to fool the batsman and get him or her out (such as the arm ball, googly, flipper, topspinner or doosra).
