NJ TRANSIT’s TOD program has tremendous relevance to southeastern PA. Prior to initiating these efforts, NJ TRANSIT had seen limited interest from municipalities and developers in transit-friendly planning or development, and NJ and PA have similar land use decision-making conditions and historic commuter rail systems.

Implementing an Urban Mass Transit System - 2000 APA National Conference Proceedings
NJ Transit had been expecting $65 million in Urban Core funding to complete final design and begin purchasing the rights of way for the Hudson waterfront line; $61 million in Urban Core funding to continue construction of the Secaucus Transfer station; and another $20 million for design and right-of-way acquisition for the Newark-Elizabeth system.
NJ Transit Executive Director Shirley DeLibero complained the funding situation was "unfair to NJ Transit." She cited a 1993 letter of intent from FTA officials to NJ Transit stating the need for full funding agreements for each Urban Core project.
When completed, the mass transit system will transport more than 100,000 commuters daily, allow for the development of 33 million square feet of commercial development, create 58,000 new jobs and spur an additional 40,000 housing units.

to what degree we're uncertain, but keep in mind that grabbing a complete stranger's hoohoo in public is, in his mind, considered a legimate pickup move.
