Power (international) - Wikipedia, the free encyclopedia
In Western thought, the power of a state is generally thought of in qualitative terms; however, in the current political thinking of the People's Republic of China, national power can be measured quantitatively using an index known as comprehensive national power.
In the context of international relations and diplomacy, power (sometimes clarified as international power, national power, or state power) is the ability of one state to influence or control other states.
Entities other than states sometimes acquire a similar ability to influence and control states; most often, these are multinational corporations with financial assets surpassing those of smaller nations, but organisations such as the United Nations, the World Trade Organization, the International Monetary Fund and the World Bank have also displayed international power.

Comprehensive National Power - Wikipedia, the free encyclopedia
Comprehensive National Power (CNP) (Chinese:總合國力; pinyin: zǒnghé guólì) is a concept which is important in the contemporary political thought of the People's Republic of China and refers to the general power of a nation-state.
The inclusion of economic factors and soft power measures within most CNP indices is intended to prevent China from making the mistake of the Soviet Union in overinvesting in the military at the expense of the civilian economy.
The distinguishing feature of this concept is that unlike most Western concepts of political power, Chinese political thinkers believe that CNP can be calculated numerically and there are a number of indices which combine various quantitative indices to create a single number which purports to measure the power of a nation-state.

Soft power pivoted on cultural power has both positive and negative effects on the development of comprehensive national power and its implications on the evolution of international relations are increasing.
Cultural and educational power includes the quality of labor, the development of human resources, the educational investment and system, its universality and the quality of teachers; quality of cultural workers; broadcasting, television and films; the publication of books, periodicals, journals and their influence on the international stage.
Unlike nationality, national strategies and ethics, diplomatic, cultural and educational power, and the quality of government require a shorter time period to be formulated and developed and hence are more changeable.
